Your keywords pretty much say it all. My parents would still be jail for all the times, while a minor, I chose to take too many rays. We have gone collectively insane.
Should have notice the kid burning? What a crock. I'm fair skinned being of English/Irish decent. My burn doesn't show up until I have been out of the sun for an hour. I don't even turn pink. Hour later I'm purple. My oldest, who doesn't tan at all, got a burn like that once. Course he was older than two, more like 10 or 12. I called it learning a lesson the hard way. Since the kid was two the dad should have known better though.
i've been burnt really bad before , almost to the point of sun poisoning,. but the vid in this case looks particularly severe,. the dad was stupid and negligent for allowing it to happen, but perhaps even more stupid for divorcing/ marrying a kook (ex) wife who was so quick to call the pigs on him.

It's official. Dads now sent to jail for allowing children to get sunburned. The person serving this warrant on me would not be able to run fast enough to avoid his untimely demise.

Sunburn infractions for the parents, eh? This seems like a racially
imbalanced outcome against we of fair skin. What shall the crime against
the parent (not plural) be from the ghetto when young Raheem becomes a member
of the Bloods at 15? Or for the illegal immigrant parent who has the balls
to sent their kids to public schools and hospitals to soak up taxpayer
freebies, not to mention the initial felony of breaking into America? A
complete load of steaming poop....vote Obongo!
Unless the baby was laid, buck nekkid, on a concrete pad, at three o'clock in the afternoon, with a reflector/concentrator could these sorts of burns been inflected, imo.
I have a hellacious sun burn right now from a weekend at the beach. I'm turning myself in. ;-)
