Chinese labor for oil drilling eyed in Colo.

Canadian oil giant EnCana is considering bringing in Chinese companies to construct and operate drilling rigs in the Colorado Rockies, as the region struggles to keep up with demand and rising energy prices.

    EnCana, a major player in the Piceance Basin of western Colorado, said Chinese labor is cheap and the workers are well-educated. The move would be scrutinized in Washington, where politicians are uneasy about allowing Chinese workers to acquire access to U.S.-based oil and gas facilities.     "I am totally against the Chinese government running the jobs in our country," said Rep. John Salazar, Colorado Democrat, whose district is most affected by drilling. "With the Chinese government getting involved, it's not even a competitive business model."

    Mr. Salazar and other U.S. lawmakers already are concerned about the China National Offshore Oil Corp.'s interest in buying the U.S. oil and gas conglomerate Unocal Corp.

    The House voted June 30 to block China's cash bid of $18.5 billion. The 398-15 vote came hours after China cited U.S. "political interference" in what it called a purely commercial matter.     "Outsourcing has already claimed millions of jobs," Mr. Salazar said. "We cannot allow that to happen within our own borders. Rural communities have been hit hard enough. We need to keep American jobs in America."

    EnCana is deciding whether to construct the drilling rigs in China and import them with Chinese workers to the United States.     "Some operators in that part of the world have explored the [Chinese] option," EnCana spokesman Alan Boras said. "It was mentioned [by EnCana executives to analysts] as a way to increase capacity of the rig fleet in the United States.     "It's our understanding the Chinese have the rigs and the crews and are trying to market that capacity. It's not imminent for EnCana, and we're not working on a specific deal."

    The oil and gas well services sector in Colorado is struggling to meet demand for new rigs and to find enough workers to operate them. As consumption of oil and natural gas grows, the effects have been felt globally.     "If they were just talking about bringing in foreign workers for the sake of lowering costs, then I think it could be grounds for pretty substantial opposition. But it's because the industry is running pretty much flat out," Mr. Boras said.

    Although China's increased participation in the U.S. oil and gas industry is a prickly issue in Washington, the EnCana spokesman predicted that U.S. policy-makers would concede because Chinese companies would fill a dire need.

    With an eye on lower costs, EnCana is in a search to secure long-term contracts.     "We can manage costs better by locking in for longer terms," Mr. Boras said. "And given the life span of our resource, we should be able to lock in. As you adapt drilling technology, you learn. And if you can reduce drilling at a well from, say, 20 days to 15, then you can generate great economies of scale."

    The western Colorado field is EnCana's most lucrative prospect and has a capacity of approximately 4.6 trillion cubic feet.

    As Chinese workers gain access to U.S. oil and gas facilities, policy-makers worry about trading technology such as rig prototypes, whereby a Chinese manufacturer acquires know-how from EnCana's U.S.-based operations, Frederick Cedoz, vice president at GWEST LLC, told Canada's National Post. GWEST (Global Water & Energy Strategy Team) is a Washington energy policy consulting firm.

   The cost of drilling in Colorado has nearly doubled since last year, EnCana officials said. Rates increased from $8,500 per day to $14,000 per day in one year.

Who owns the land??? Who owns the land that these Canadians are drilling on? Since it's an integral resource to National Security, one would think that Americans would not only be doing the work, but would also be the company doing the drilling in the first place.

I think they do. American citizens don't have any representation in congress and Congress is doing everything possible to put the wealth of our country into foreign hands. There are three possibilities of what happened to 'our' congress.

1. Alien beings invaded the bodies of the people who used to be our members of congress and these aliens like the Chinese, Indians and Mexicans better than us.

2. Our members of congress have been abducted and in their place, are enemy agents who have had plastic surgery to make them look like the real member of congress.

3. Most of the members of congress are traitors who are more interested in enriching themselves than in protecting and defending this country AND it's citizens.

Obviously you can't tell the difference between propaganda and truth. What's happening in this country is basically a communist takeover. The media is using propaganda to build up foreign workers and to tear down American workers. If you hadn't killed off so many of your brain cells eating that curry, you might have been able to figure this out on your own.

EnCana Not Looking To Bring Chinese Workers To US

CALGARY (Dow Jones)--EnCana Corp. (ECA) won't be looking to bring in Chinese workers to work on its operations in western Colorado in order to fulfill its skilled labor requirements, the company said Monday.

"It's one option that came up in discussion, but we're not pursuing it. We've satisfied our (North American) rig needs from Canadian and U.S. sources," EnCana spokesman Alan Boras told Dow Jones Newswires.

Last week, Western Energy Advisors, the North American agent for China National Petroleum and its subsidiaries, said that it was talking to U.S. and Canadian companies about contracting for Chinese crews and equipment, and that EnCana was one company that had expressed an interest.

Oil and gas companies in North America regularly complain of the shortage of skilled workers in the industry. Earlier in 2005, Canadian Oil Sands Trust (COS.UN.T) had to lower its forecast for production in the first quarter as a maintenance turnaround at its Syncrude took longer than expected because of a labor shortage, highlighting the extent of the problem.

Earlier Monday, in response to a question about the possibility of EnCana bringing in Chinese workers, U.S. Energy Secretary Samuel Bodman said, "This is a matter of free enterprise....I would think (EnCana) would obey the laws of this country in terms of bringing in foreign workers if that is what they choose to do."

Aside from the labor issue, U.S. concern over China muscling in on its traditional spheres of energy influence is rising. Security of supply worries have been sparked by the $18.5 billion bid by Chinese oil company CNOOC Ltd. (CEO) for the U.S.'s Unocal Corp. (UCL), with the House of Representatives set for a hearing on the matter his week.

The U.S. has also expressed its concern about the prospect of some Canadian crude being exported to China, rather than the U.S., in the future through Enbridge's (ENB) proposed Gateway Pipeline from Alberta to the Canadian West Coast.

Curry Spice Shuts Down Melanoma

MONDAY, July 11 (HealthDay News) -- Curcumin, the ingredient that gives curry its yellow hue, blocked the growth of melanoma tumor cells and even stimulated their death in the laboratory, researchers report.

"We could completely inhibit the growth of the tumor if we used a big enough dose," said study co-author Bharat B. Aggarwal, chief of the Cytokine Research Section in the Department of Experimental Therapeutics at the University of Texas M.D. Anderson Cancer Center in Houston. His report is set to appear in the Aug. 15 issue of Cancer.

Aggarwal and his colleagues exposed three different cell lines of melanoma to curcumin, which is found in turmeric, a spice used in curry dishes. Exposure to curcumin decreased the cell viability of all three cell lines, they found.

They zeroed in on a molecule called NF-kappa B, which is known to be overactive in several types of tumors, including melanoma. The turmeric shut down the molecule and that lead to inhibition of the tumor growth, Aggarwal explained.

In other preliminary research, including some by Aggarwal's team, turmeric has proven useful in treating multiple myeloma, as well as breast and pancreatic cancers.

The new findings were praised by Costas Koumenis, an associate professor of radiation oncology at Wake Forest University School of Medicine. "I think it's an interesting and provocative study," he said. "It shows some new insight into how turmeric is working to inhibit the growth of melanoma cells."

Koumenis is studying whether curcumin can be used to enhance radiation therapy in deadly brain tumors called gliomas and other tumors in animals.

The Texas researchers also pinpointed exactly how the spice ingredient works to kill tumor cells, he said. "It gives us a better understanding of the mechanism of how it works to inhibit melanoma growth."

But he cautioned that the study was done in the lab, and the spice must be tested on animals, and eventually people, before it is proven to be effective.

For the past 20 years, Koumenis said, turmeric has been studied, mostly as an agent to prevent cancer. For instance, some researchers have found an association between diets rich in curcumin and reduced rates of colon cancer. But more recently, the focus has shifted to study the spice as a cancer treatment.
