WEST LAFAYETTE, Ind. (AP) - Democrat Barack Obama warned Wednesday about the danger of "fighting the last war" as he pledged to focus on emerging nuclear, biological and cyber threats if elected president. Two goals of his administration would be to secure all loose nuclear material during his first term and to rid the world of nuclear weapons, Obama told an audience before a roundtable discussion at Purdue University. Obama said adhering to nonproliferation treaties would put pressure on nations such as North Korea and Iran. North Korea has tested a nuclear weapon and Iran has an energy program the Bush administration warns could be a precursor to nuclear weapon development. "As long as nuclear weapons exist, we'll retain a strong deterrent. But we will make the goal of eliminating all nuclear weapons a central element in our nuclear policy," Obama said. He added, "The danger ... is that we are constantly fighting the last war, responding to the threats that have come to fruition, instead of staying one step ahead of the threats of the 21st century." Among those joining him for the panel discussion were two potential running mates, Sen. Evan Bayh, D-Ind., and former Sen. Sam Nunn, D-Ga. Bayh has demurred when asked about running on a ticket with Obama, but he was effusive in his praise of the likely Democratic nominee. Recalling a trip they made to Iraq together, Bayh said: "He was pragmatic, he was focused, although he was wise enough to oppose that conflict from the beginning because he understood it was a strategic diversion. He's now tough enough to get us out and to do it in the right way, refocus on Afghanistan and Iran and the other real threats that are evolving." Nunn, a defense expert, is viewed as a senior statesman who could offset the relative youth of Obama, a freshman senator from Illinois. He said he supported Obama's nonproliferation pledge and outlined the challenges Obama would face in the Oval Office as if he were already elected. During his remarks, Obama paid tribute to Sen. Richard Lugar, a popular Indiana Republican who has focused on nuclear nonproliferation issues for much of his career, working closely with Nunn. Indiana is a Republican-leaning state that Obama hopes to put it in play in the general election, capitalizing in part on his status as a senator from neighboring Illinois. In addition to his focus on nuclear matter, Obama called for investing in methods to prevent, detect and contain biological attacks. He highlighted a proposal to spend $5 billion over three years to develop an international intelligence and law enforcement infrastructure to stymie terrorist networks. "Making these changes will do more than help us tackle bioterror; it will also create new jobs, it will support a healthier population and improve America's capability to respond to any major disaster," he said. Coping with cyber security for an increasingly online world will protect the country's economic and national security assets, Obama said, and he pledged to appoint a cyber adviser who will coordinate government efforts and report directly to the president. "All of this will demand the greatest resource that America has, and that's our people," said Obama. "In the Cold War, we didn't defeat the Soviets just because of the strength of our arms. We also did it because at the dawn of the atomic age and at the onset of the space race, the smartest scientists and most innovative work force was here in America." Obama jabbed at President Bush and his Republican rival, Sen. John McCain of Arizona. "Instead of adjusting to the stateless threats of the 21st century, we invaded and occupied a state that had no collaborative relationship with al-Qaida. Instead of taking aggressive steps to secure the world's most dangerous weapons and technology, we spent almost a trillion dollars to occupy a country in the heart of the Middle East that no longer had any weapons of mass destruction." The event continued the buildup for Obama's upcoming visit to Iraq and Afghanistan as well as Europe.

Americans have paid and voted for more war. Obama, if I understand his statement, is not too bright. This country has always been known for fighting the last war (previous war) because presidents went off the deep end and into war with NO Army and no equipment. Looking back in time, WW1, WW2, Korea and Vietnam were all by democrat presidents, Bush being the lone pub. Obummer plans on increasing the Army by 100,000 men for what reason????
The Kennedy's had Cuba and Viet Nam, Obama will have Africa as a fertile ground to practice his "nation-building" and establishing his legacy.

I tend to agree with you. Obama and his uber left wing supporters are always ringing their hands about Darfuuuuur, Big Bad Bob Mugabe, and African HIV children. I would not be at all surprised if these do-gooders are going to make "our" next miltary mission a pre-emptive attack on racism, poverty, and general unfairness that currently exists in Africa.

What a laugh - Obama talking about "we" and "fighting the last war." Like that empty suit even owns a fly swatter. It's the rubes who ARE SENT to fight wars by the elites, whose membership includes that empty suit, empty head named Obama. You know, this constant unbridled jibberish coming out of that putupob called Obama is really getting irritating. If he'd keep his mouth shut,he might beat McCain. So as long as anyone else has them, we'll still need them. Conversely, since we still have them, everyone else still needs them. Real change there. Did he have to think this up on his own? There is already a document that talks about disarmament, the NPT, and here is the pertinent text of that: Declaring their intention to achieve at the earliest possible date the cessation of the nuclear arms race and to undertake effective measures in the direction of nuclear disarmament, and Article VI Each of the Parties to the Treaty undertakes to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a Treaty on general and complete disarmament under strict and effective international control. Though, I guess since there's no "nuclear arms race" anymore no one need worry about that. I don't think anyone has made a heck of a lot of progress on the whole disarmament thing. But think if everyone followed his advice, believing that we would disarm once they no longer existed. Think about how easy it would be to apply the gentle ministrations of the indispensible nation if no one but us had the ultimate in defensive weaponry! I really enjoy the way he uses the term "threats that have come to fruition" and acts like such threats should just be ignored since we can contemplate future unknown threats. Like standing on railroad tracks ignoring that really loud horn and rumbling noise, since that threat to life is already there, believing that, in the future, there will be a car going over that very spot. I'd also be curious to see a real plan for what Mr. Bayh is calling "do it the right way." With his pronouncements of the last few days, I'd say that he'd do like the Soviets did, just send a bunch of more force to Afghanistan, since it's worked so swimmingly well in Iraq. It's been a great cash cow, and not just for the people who sell plastic sheeting and duct tape. But, use of that confiscated wealth won't just create new jobs, it's make for a healthier population! If his plan cures male pattern baldness, vitamin A deficiency, provides for a cure for the common cold and prevents bad 1970s fashions from coming back, I'm on board! The only thing left is for his campaign slogan to be "He'll make the trains run on time."

Happily, I missed it. I read earlier that it was truly horrific. I try to avoid his speeches, and the entire administration, really. Expanding the military by 100,000 grunts, no girls, will require a draft. As always the new draft law will be written in such a manner that it will be the bottom one third of Americans that will go. There are always escape clauses written in that allow people of means to stay home.

They were effectively backed into a corner by their own PC fanatacism, and are too small to admit it. They would rather more die, than to admit they were duped. Some are just pathetically brainwashed and dangerous. As much jackboot and fascistic as the ones they claim to despise. Bots are bots, and are dispatched to tamp down logic, reason and peace.
There is no restoration nor any reformation. That would not be allowed. This long slow descent into dictatorship has taken over a half century to be put in place. For eight long years we have been living on the edge of the abyss, waiting for the final act that will turn this country into chaos. Americans do not have the will nor desire for a bloody revolution, therefore the descent will be successful.
