My, oh my, just look how far we've come.

A Dallas Housing Authority project once stuck in the mud for 12 years by construction delays and a court battle with neighbors is finally getting spruced up for a grand opening in about two weeks.

Some of the affected parties gathered yesterday under a big tent – symbolic, perhaps, of the new spirit of cooperation – to dedicate the Villas at Hillcrest, a $4.5 million project in the last stages of development.

Can you believe what's now worrying some of the folks once staunchly opposed to a public housing development being plopped down in the midst of their expensive homes?

Landscaping – or, specifically, whether the DHA will plant lush grass and install sprinklers for the 40 townhomes designed for low-income black residents in Far North Dallas.

Gone is all the strident, loose talk about whether the tenants will drive up crime and drive down property values.That hullabaloo has given way to heated debates about zeroscaping, which could help the DHA keep its water bills and construction costs in check but also may give neighbors a license to say, "See, told you so."

"I'm extremely opposed to zeroscaping," said John Trick, whose Highland Creek home backs up to the townhomes.

Mr. Trick, president of the Highland Creek Homeowners Association, said he and some of his neighbors can't help but wonder if a scaled-back landscaping design is a harbinger.

"The only real anxiety is the issue of a longtime commitment on the part of the DHA, whether it's an issue of landscaping or the condition of the buildings," he said. "Are they going to hold up their end of the bargain and make sure it's properly maintained?"

Before I get to the real crux of this matter – the question of how poor families in one closely watched project will alter the fabric of the neighborhood – let's allow the DHA to explain its landscaping choices.

"There's a big push" to adopt more water conservation efforts such as zeroscaping, which involves using native plants, succulents, rocks and gravel, said Michelle Raglon, an agency spokeswoman. "We're going with landscaping and zeroscaping."

What this boils down to, of course, is that agency heads don't want to spend scarce money installing 40 separate irrigation systems for each unit.

Then again, if you're going to move to an upscale neighborhood where neighbors pay close attention to one another's lawns, you ought to think twice about bucking the trend.

Before we get too bogged down in the fuss over St. Augustine and small rocks, let's be clear about what's important here – the poor black families moving into the Villas at Hillcrest and the richer white families already living nearby.

Working together, they can help ensure that the townhome development lives up to its promise of becoming a pristine model for future housing projects in Dallas and beyond.

Some neighbors already are doing their part by volunteering to help out any way they can.

That's a good start, and it's the way public housing ought to be built – blended in solid middle-class or affluent neighborhoods with viable social and political networks that help stave off neglect of any kind.

The bottom line is that these poor black tenants want the same things as their affluent white neighbors: a decent and safe place to live, challenging schools and good neighbors.

Their landscape can only get better.

The aforementioned rocks for zeroscaping had better be so large that they can only be used as pallets for spray art. If they can be lifted they'll be dropped from roofs to kill unsuspecting visitors, postal workers on Mother's Day (once a month) and any who may have a £ or a € or an A (Amero) that can be stolen from their dead carcasses.

If they're small they'll be used as blunt trauma weapons or deadly latex sling shot ammo. Once a month every car in proximity to the underprivileged yewts will be nearly totaled.

Here in DE a nearby apartment complex with no more than 20 units was converted to SEC 8. If not for the fence between it and my friend's adjacent business the windblown trash that accumulates along the fence would be a fire hazard on his property and other leeward property for blocks.

I feel for any elderly, weak or otherwise helpless neighbors who are eyeballed by those vicious, soulless predators. They kill white folks for the pure, unadulterated Hell of it after they're finished with the rape/robberies now.

My brother stopped to visit for a few minutes and related something to me regarding this whole problem down in the Dallas area. I was really surprised to read this article, but it seems to confirm.

Right now, we have a friend whose wife is in the hospital in very critical condition. Their kids have gathered around because the doctors didn't give her much hope. Son from Texas came up with his wife.

Wife is a school teacher down in the Dallas/Dallas area. I can't remember now if he said she taught 'intercity' kids, 'underprivileged kids', or the exact words. However, she said she absolutely hates it; and put in applications for schools while on their way here!

She said it is a joke trying to teach the blacks there anything--that they laugh and mock you and tell you in no uncertain terms they aren't going to learn any of that junk; that she's stupid for trying.

And there's nothing you can do. She said out of maybe every 100 kids, there may be one or two that really wanted to learn.

She also said there are black teachers who leave the school and don't bother to return for the day--no disciplining them or nothing.

She said the race wars going on are between the Dallasites and the New Orleanans--that they hate each other, and it is kill, kill, kill. And it spills over into the school grounds.

Brother has known this family's patriarch for 50 or more years, and all the boys from birth. This wife said she has never ever used the Nigger word before, but she sure does now. She said that is what they are; and that she hates them now.

This bit about not wanting to be taught anything really bothers me. Even under 'good' circumstances, remedial classes at the college level are the most popular/most necessary....and most costly method of teaching.

When you have people coming out of high school that can't even use a ruler, their chances of any profession but crime is very, very small.

Great anecdote, Ms. Dee.

My friend, the man who helped set up our homeschooling computers was a grunt in Nam and became an officer in the reserves after the war.

As the Captain in charge of the motor pool he wrote a bad fitness report on a shiftless (read: black) sgt, and the colonel ordered him to re-write it and give it a happy ending, which he refused to do. (This was at a time when the corps was boosting blacks up through the ranks, and he held the sgt to the same standard that he upheld. It was nothing for him to tunnel into mud under a deuce and a half in Nam to change a starter, and he wouldn't tolerate a non com who went ROAD-Retired On Active Duty in his motor pool.

He was put out of the corps for refusing to change a report the accuracy of which was not in dispute.

He became a teacher here in DE at PS Dupont Elementary School and he said that most blacks won't even bring a pencil to classes and they won't turn in any homework. But, every time he failed a black student the parents would come in and almost always physically threaten him. and he's even gone all the way to arbitration with his principal (who wanted him to pass the students too) and even when he won the school still wouldn't accept the decision of the binding arbitration..

The parents told him that other teachers pass their children (in other words, they know the kids are doing nothing but they expect special treatment) but because he carefully documented every little thing he continued to flunk kids and get even for the marine sgt who expected to coast through his marine service.

He also told me that for many years he and another teacher, a black woman were on bus duty each morning and afternoon. he was always outside alone and she was always smoking in the teachers' lounge, and the principal never dared to say a word to her lazy black ass until the day my friend retired.

The world goes mad way too often. And all too often, the way taken is the cowardly way of the principal, or the higher up commanding officer.

What gets me a lot is when wrong reasoning concludes that someone is racist or is attributed as racism.

For example, I raised my girls, as best I could, without prejudices--I wanted them to develop their own reasons for likes and dislikes.

I can't remember what it was that I apparently said within the past 10 - 15 years that stuck in my oldest daughter's mind, but it bothered her-- badly. So she said to me one day, in sort of a heated conversation we were having over the phone that I was a racist. Completely took me by surprise. Sure sobered the hot conversation down, as I attempted to find out what the hell she was talking about.

She said something about my not wanting a black person living next to me. I broke out laughing and said BFD! I don't want 99% of white people living next to me either!! Dead silence at the other end--for probably 30 - 34 seconds. Then there was a sheepish, "I'm sorry, Mom--I sure misread you".

Now, if I could just get everyone else to understand how I feel about neighbors, I'm sure the world will be better off! :)
