If somebody wants to make the argument that Texas is being punished, I won't object. Texas NEEDS to be punished for allowing millions of mexicons to reside here without fear of retribution.

I thought the hurricane was just chasing down all the people it didn't get in Katrina. Didn't most of the people who left New Orleans move to Houston?
