School Buses: Still Vehicles for Change High Transportation Costs Are Forcing Kids Back To Neighborhood Schools, Limiting Diversity

A generation ago, the yellow school bus became a symbol of school desegregation, with thousands of the iconic vehicles ferrying minority children away from schools in their own neighborhoods to others in higher-income white areas.

Although the Supreme Court has tightly restricted such overt racial integration efforts in recent years, buses are still crucial to many magnet schools, open-enrollment programs and other school-choice strategies designed to encourage diversity and provide options for students in low-performing schools, as is required under the No Child Left Behind law.

In the 1950s, school integration was met with violence in some districts, requiring protection of bused students.

But more and more school districts are curtailing bus service for such programs as a result of higher fuel costs and other financial pressures. That has sparked fears that the only choice for many students will be neighborhood schools attended by classmates of their own race and economic background, which has the unintended effect of re-segregating schools.

"Basically, you can't have racial and class diversity of any sort if you don't provide transportation," says Gary Orfield, co-director of the Civil Rights Project, a research group at the University of California at Los Angeles. "This is kind of closing the last door for urgently needed opportunities for kids who are in schools that are really dysfunctional and inadequate."

Despite such criticism, Pinellas County (Tampa Bay) in Florida has cited rising transportation costs as a major reason for phasing out a school-choice program that was an outgrowth of a 1964 desegregation case. Meanwhile, aiming to cut its transportation budget by $20 million, Milwaukee plans to stop busing high-school students to schools outside their neighborhoods.

The cuts are also affecting students trying to transfer out of poorly performing schools. Under NCLB, schools that don't meet their educational goals for two years in a row are deemed to be in "improvement." The school district is then supposed to immediately offer their students the opportunity to enroll in another school and provide them with the means to get there. But citing fuel costs, this summer the state of Alabama sought and won a federal waiver from that requirement. In suburban Atlanta, Ga., the DeKalb County school district has stopped providing bus service for new NCLB transfers and is instead offering to reimburse parents to transport students on their own.

Through the years, various studies have shown that minority students tend to learn more in integrated schools, in part because the more affluent parents there have the political clout to demand more resources.

In the landmark Brown v. Board of Education case in 1954, the U.S. Supreme Court ruled racial segregation in schools is unconstitutional. But the subsequent pace of integration was slow, particularly in urban areas with segregated housing patterns. And school buses weren't always vehicles for change: In some districts, they were used to ferry black children past white schools to segregated facilities and vice versa.

Finally, in a 1971 case involving the Charlotte-Mecklenburg school district in North Carolina, the Supreme Court gave federal judges the authority to require school districts to use busing to achieve integration if they deemed it necessary.

Sometimes sparking violence in cities like Boston, busing was employed by many of the nearly 600 school districts whose desegregation efforts were supervised by the federal courts. In some cases, judges ordered busing. In others, districts turned to it voluntarily as part of a larger package of overhauls that often included magnet schools and open-enrollment plans designed to attract students from a variety of backgrounds and neighborhoods.

The federal pressure had an impact. By 1980, 63% of black students were attending predominately minority schools, down from 77% in 1968, according to a 2007 study by the Civil Rights Project. But during the 1990s, many schools began to resegregate amid white flight to the suburbs, a surge in immigration and federal-court decisions limiting the use of race as a factor in school assignment. By 2005, about three-quarters of black students were attending predominately minority schools, according to the study.

This year, higher fuel prices and shrinking revenues have forced many school districts to make broad cuts in their transportation budgets, eliminated stops and consolidating routes even for students attending traditional neighborhood schools. Some school leaders say that many minority parents would rather see resources devoted to busing used instead to bolster their neighborhood schools, adding that, in tough economic times, the transportation reductions will free up badly needed money for academic programs.

Those are some of the reasons why Michael Bonds has been pushing for an end to busing in Milwaukee, where he is a member of the school board. An African-American father who was a plaintiff in a 1984 lawsuit involving segregation issues in suburban school districts, he says that in recent years, busing has done little to boost achievement levels in Milwaukee or bring about real integration in a school district that is now only about 15% white.

"My concern was that we were busing just for the sake of busing," says Mr. Bonds, an education professor at the University of Wisconsin at Milwaukee.

Cyndi Townley of the Alabama Department of Education, says her state sought the NCLB waiver because fewer than 1,400 of 158,000 students eligible for transfers were seeking them. Instead of providing transportation to other schools during the first year of improvement, the state will give school districts the option of providing extra tutoring at a child's neighborhood school.

Citizens for Better Schools, a Birmingham, Ala., advocacy group that supports school choice, maintains school districts are not adequately informing parents about their transfer rights. The organization is weighing whether to challenge the waiver in court. "The educational establishment wants to get rid of the transfers altogether," says Ronald Jackson, the group's executive director.

Michael Sibley, a spokesman for the Alabama Department of Education, said the waiver gives school districts the option of not transferring students the first year and does not mandate it. "Therefore, it couldn't be a concerted effort to get rid of anything," he said.

Amid an influx of African-American families in recent years, about 75% of the 102,000 students in the DeKalb County school district, near Atlanta, are black. In 1969, the sprawling district was hit with a federal lawsuit charging that its schools were segregated.

Under court supervision for the next 27 years, the district used a variety of tactics to achieve racial diversity. They included busing students of all races to magnet schools and eventually various other "choice" facilities with no attendance boundaries.

Such programs continued to thrive after the district emerged from federal supervision in 1996, with some choice schools being so popular that they had annual lotteries to determine who got in.

Even so, hit with cuts in state funding and bus-fuel bills that have doubled over the past two years, the district proposed this summer to eliminate transportation to all choice schools, saying it would save the district nearly $6 million a year. Robert Mosely, a DeKalb deputy superintendent, says the district plans to maintain a "vigorous school choice program," but adds that "we can't afford all of it."

Amid protests from magnet-school parents, late last month the district revised its proposal, saying it would continue busing most students who want to go to schools outside their neighborhoods, though parents will have to get their children to central pickup points.

But families seeking new transfers under NCLB won't be as lucky as the magnet-school families. Bus transportation for their children was eliminated at the start of the current school year. After the cut was announced, nearly half of the 2,300 families who had signed up for such transfers for the first time abandoned their plans.

Willie McKennedy's daughter, Wannesha, had been accepted at a well-regarded high school in an affluent part of northern DeKalb County. But it is 22 miles away from the family home. Mr. McKennedy couldn't figure out a way to drive her there and still get to downtown Atlanta to start work on time at 7 a.m. And so, for her junior year, Wannesha will stay at her neighborhood high school, which has missed its NCLB achievement goals for the past three years.

Without transportation, the promise of choice is a "joke," says Mr. McKennedy. "If you're going to have it, you need buses."

Busing is the first step in a deliberate campaign to dilute the European- Americans as a group by turning white girls into mudsharks with the importation of minorities into nearly all-white school districts. Forced anything is a receipt for disaster. Any family in NYC with more than two nickles to rub together sent their kids to private school, leaving the government schools as a failed social experiment. The only whites in black schools were liberal Jewish teachers, such a fitting scenario.

Integration didn't improve the school system for blacks either, but it ruined it for whites. I have read of many instances where white girls especially quit school because of the harrassment of black male teens.

It's "the system" eh?

Don't take what bait, may I ask?

Don't forget, Mr. Angle, Blacks can't make White babies. Neither can Mexicans?

The only system that will renew White America is geographical separation from non-Whites; to either expel or sterilize those who can't make White babies from our formerly homogeneous, for the most part, living space. Otherwise, we face complete habitat succession from exotic, nonindigenous invasive subspecies.

You seem to want to lay blame on class divisions, rather than White America's drastic loss of homogeneity.

That's one thing that always struck me about the Third Reich. The Leader said that the lowliest German street sweeper should be accorded more dignity from his fellow kinsmen than any foreign potentate. Talk about a uniter rather than a divider, Mr. Hitler was right to build his movement around the biological uniqueness of his people. To fight for one's kin and one's homeland is the most noble purpose in life. Fact!

Unlike present day polyglot, egalitarian America, the Germans under Mr. Hitler had no problem seeing what their nation's problems were and who, exactly, were the destroyers at the root of those problems.

On the contrary, dumbing down is a necessary consequence of the egalitarian quest for equal outcomes, since the races do not perform the same and in all probability never will. Large swaths of the black population basically can't be educated and shouldn't be in school in the first place. However, I would agree that welfare, by taxing the intelligent to subsidize the dull, has been dysgenic to all races in America. College-educated people of all races reproduce at below replacement rates, and have been doing so for some time.
