Perhaps Miz Palin has taken the words of Alan Keyes to heart, as it regards what VPs can do.
Its obvious that there is more to being the President/Presiding Officer of the senate than just breaking tie votes. For instance, ever wonder why the majority party NEVER lets a member of the other side of the aisle be the Presiding Officer? The Presiding Officer has a lot of power over how the show is run. Of course, it means having to know the rules and procedures of the Senate, like old KKK Byrd knows them, and then using them to one advantage.
Can you imagine a minority party with the presiding officer (*the vp) being in charge of the senate...imagine for a moment a complete end to the Unanimous Consent crap, or voice votes--if there's a senator with the balls to play the game--someone like a Tom Cobert, of Oklahoma. Just keep the works gummed up enough they can't lay more bullshit on the rank and file 'merikan!
Oh, sure they could try to change some rules, but I would image that nasty old 'filibuster' magic 60 number could work its magic. Besides, they'd be so busy scrambling to figure out how to get the VP outta town or changing rules that nothing would be done to harm the nation further.
Its something I'd love to see happen--regardless of which head of the leviathan monster is in power or in the minority.
