The "racism card" like it's partner the "anti-semitism card" has become the universal knee-jerk reaction and pre-emptive defense if someone notices bad behavior by an individual member of said group. Welfare, ADC, and Food Stamps were not set up to help Black America but to disable them. The key goals of the original Civil Rights Movement were education, and equal access. The short answer is that people with low levels of literacy also have low levels of knowledge i.e., they are ignorant in the non-perjorative sense. People who are ignorant have no knowledge base to inform them and they are thus more easily the prey of those selling snake oil. Semi-literate people jammed through an education system that enforces tunnel vision i.e., specialized degrees results in people very knowledgable about less and less and hence they as well are functionally ignorant beyond their narrow sphere. Thusly you wind up with people working on Wall Street to whom it was a complete surprise to find out that the Federal Reserve is as Federal as Federal Express.

you might throw in there, also, the work of the advertising agencies.

once the people are dumbed down, once they become dependent on television, they are exposed to the work of madison avenue.

if you've ever tried to follow the logic of a commercial, you'll realize that logic has nothing to do with selling something... that shit is aimed right at the mammalian brain that houses our instincts, and if can short circuit our new brain, the one that does the real thinking, so much the better.

we have to assume that commericals have two aims: first, disable the centers of critical thought and logic, and second, drive straight into the part of the brain where our basic instincts lie.
