Leash laws are unnecessary, when "voice and signt control" standards for canines have proven adequate and successful for years. The proliferation of ultra strict nanny-state 'leash laws' is nothing more than another tyranical revenue measure for corrupt local governments. (seat belt laws, cell phone laws, helmet laws, compulsory insurance laws, etc. are some more examples). Here is a 13 year old Samoyed taking a peaceful stroll at Newport Beach, CA. Some amused bystanders noted that the overzealous 'dog catcher' had just left after doing her 'patrol'. ;-)
Incidentally, I beat a 'dog off leash' ticket in Santa Monica several years ago. This power-starved KOOK dog catcher woman, with the last name of 'Shepherd' of all things, came onto private property after driving by and seeing saw my dog taking a leak off leash. She also had demanded to know my home address despite my DL having a P.O. Box on it. I refused , told her it was legal I.D., and told her to call her boss if she was confused; which she did, and then was forced to concede to my refusal to her request. anyway, I pled not guilty and the obese wench was too lazy to show up. Case dismissed. There were a lot of santa monica residents in court also that day, who had also been given dog off leash tickets for their dog being in their own unfenced yards without a leash! They all paid the tickets though. Unreal.
We have leash laws here, but they only apply to dogs NOT on private property.
In the past they have been used responsibly, like when a dog wandering through my yard decided to attack me....and ended up meeting my cat who proceeded to buzzsaw the dog.
Of course, the dog got the worst of it. The owners showed up, doing nothing but watching, and screaming "I'll sue for the vet bills!" and the leash law caused the judge to dismiss the case while delivering a blistering lecture on responsibility to the dog's owners.
This was the 1970s, though, when some semblance of common sense still reigned.
The cat was better trained than the local dogs. At least the cat knew where the property lines were and STOPPED when he reached them.

My late pug Norman would not walk in a straight line. He would walk in a circle. I could not put him on a leash because he would walk in a circle on a leash.
No cop ever bothered me, but if one did, I was going to tell him, give me a ticket. I will drag your ass in court, take the dog there, and put the dog on the floor so he can run in circle in the courtroom. Everyone will laugh, you will be made a fool of, and the ticket will be dismissed out of sheer embarrasment.

And exactly how many folks do you know who actually can use their voice, whistles, or hand signals for control of their canine friends? YOU may be one of the exceptions.
Some may find them unnecessary UNTIL they, or more usually, their children would meet up with a dog who doesn't have a master as good as you.
On private property, with property owners consent, I don't have a problem at all--as I recognize there are people who can be held responsible for any problems that transpire.
Some animal control personnel don't use the brain God gave them.
I walk my dog without a leash. I also don't carry a plastic bag of shit. My dog shits on the ground and I don't feel compelled to scoop it up in a plastic bag and carry it around.

ha ha, i concur 100%. although i do sometimes carry a cup, a plastic cup. i never understood the plastic bag thing, where people pick it up with their hand. usually we are in a field or such so it dont matter if she goes on the ground.
now if she went right on someones front lawn id feel obligated to pick it up, out of respect for their property.

samoyeds are great dogs who love everyone. if she was viscious i wouldnt have her go free. anyway when i tell her to stop she stops, etc. i was taught when you tell a dog to do something they better do it, or you need to learn how to train your dog. its not hard. and , you might really be appalled when i admit to you that in her younger more rowdy days, my dog has bitten another dog once, and yes i paid the vet bill. they didnt even ask, i offered.

My dog is gentle and wouldn't hurt anyone. We had another dog and he was more questionable. But I would take him without a leash too. I would have a leash with me just in case I needed to call him to me.
