Leash laws are unnecessary, when "voice and signt control" standards for canines have proven adequate and successful for years. The proliferation of ultra strict nanny-state 'leash laws' is nothing more than another tyranical revenue measure for corrupt local governments. (seat belt laws, cell phone laws, helmet laws, compulsory insurance laws, etc. are some more examples). Here is a 13 year old Samoyed taking a peaceful stroll at Newport Beach, CA. Some amused bystanders noted that the overzealous 'dog catcher' had just left after doing her 'patrol'. ;-)
Incidentally, I beat a 'dog off leash' ticket in Santa Monica several years ago. This power-starved KOOK dog catcher woman, with the last name of 'Shepherd' of all things, came onto private property after driving by and seeing saw my dog taking a leak off leash. She also had demanded to know my home address despite my DL having a P.O. Box on it. I refused , told her it was legal I.D., and told her to call her boss if she was confused; which she did, and then was forced to concede to my refusal to her request. anyway, I pled not guilty and the obese wench was too lazy to show up. Case dismissed. There were a lot of santa monica residents in court also that day, who had also been given dog off leash tickets for their dog being in their own unfenced yards without a leash! They all paid the tickets though. Unreal.

And exactly how many folks do you know who actually can use their voice, whistles, or hand signals for control of their canine friends? YOU may be one of the exceptions.
Some may find them unnecessary UNTIL they, or more usually, their children would meet up with a dog who doesn't have a master as good as you.
On private property, with property owners consent, I don't have a problem at all--as I recognize there are people who can be held responsible for any problems that transpire.
Some animal control personnel don't use the brain God gave them.
pit bulls would be an exception to my rule, i dont like or trust them since theyre so dangerous. i un derstand your position but if a dog is clearly under control i dont see a problem with them walking free.
