At 16, I sent them on to the adult clinic because I was too busy with the 15 and under crowd. 13 was plenty old then and now. Their families didn't even care they were too young, as it meant more welfare money. I've delivered many a 13 year old and the tragedy is they are too immature to bond emotionally with a baby and this is obvious in the delivery room. I never even thought of reporting 13 year old mothers for being raped.
