Yes. The distractions indicated by the narrator to deflect attention from the real global conspiracy included non-provable speculative theories such as aliens which help alleviate the cognitive dissonance people feel when they know some conspiracy IS there, but can not quite put their hand on it. I believe it was alluded that the GlobalConspiracy itself put forth such ideas.
I have always felt the whole alien/ufo issue was an example of what you speak of.
I recall, when I was in the John Birch Society, every time the major media mentioned their name it was followed by Ku Klux Klan or racist group, putting all effectively under the same umbrella.

The same applies with 911 Truth i.e., if it is mentioned then it is always accompanied with a snide remark about "Tin Foil" or "shudder" A "CONSPIRACY THEORY" "shudder".
Ditto the Libertarian Party - usually the word "kooks" or a synonym of it.
If one talks about Alternative Archaeology then one gets variants of all 3.
