It chronicles the IRS unit that makes sure that people and companies cough up what they owe in federal income tax. If you request this book-length report from the IRS via the Freedom of Information Act, you'll receive a document with many names and passages blacked out. Luckily for us, the IRS also published this report as an uncensored perfect-bound book and sent it - via the Government Printing Office - to Federal Depository Libraries in 1996. The IRS soon realized that the report shouldn't have been released, and it made the GPO demand that libraries return it. [Other such actions are listed here.] Thus, some copies are still floating around. Above, you will find the unredacted version of the complete report/book, marking the first time that any version has been made available online. The Acrobat file is composed of scans of the book's pages; the RTF file is text converted from the scans. Thanks to Steven Aftergood of the FAS's Project on Government Secrecy for scanning the book and creating the Acrobat file, and to Michael Ravnitzky for proofing/correcting the RTF file. From the foreword: "This document has several segments. The first segment profiles, through photographs and biographical data, each of those honored to serve as the head of the Criminal Investigation function since its formation in 1919. "The second segment is a verbatim reprint of the only remaining copy of a document issued in the mid-1930's that portrays the history of the Intelligence Unit from 1919 to 1936. It describes the Unit's early organization and functions. It also contains summaries of cases, including several that contributed to our enduring reputation as 'the giant killers.' "The next segment is a sequel covering mid-1936 to 1994. It outlines, decade by decade, significant organizational and operational highlights during those 51 years, and summarizes cases and projects representative of our activities and accomplishments. The sequel is an overview rather than an exhaustive study. "The primary purpose of the Internal Revenue Service is, of course, the collection of taxes in a fair and impartial manner. Achieving the highest possible degree of voluntary compliance with the internal revenue laws is an important goal toward that end.
