TVs refresh at a rate of 60hz, or 60 cycles per second, which is based strictly on the frequency of the AC power source which runs it, as far as I know.

Your TV does not run directly off of the outlet power. The power runs into a "Power Supply" which regulates the input power. It is a piece of cake to run it into another circuit to boost the frequency of the AC Sine Wave. This could have been done at any time in the past 70 years - certainly by the '50's it would have been a light chore. There is nothing that "requires" that the flicker be maintained at 60 Hz.
However, the flicker rate of a standard set using a 2 to 1 interlace at 60 Hz will put you into a light trance state making you "more suggestible".
