The French government and particularly it’s President seem to be strongly advocating the teaching of Arabic language and civilization in French schools. In 2006 the United States Department of State placed the Muslim population in France at roughly 10%. In accordance with a law dating from 1872, the French Republic does not ask about religion or ethnic origin in its census. In his message to the participants at the French National Assembly earlier this month, French President Nicolas Sarkozy called Arabic the “language of the future, of science and of modernity,” and expressed the hope that “more French people share in the language that expresses great civilizational and spiritual values.”

“We must invest in the Arabic language (because) to teach it symbolizes a moment of exchange, of openness and of tolerance, (and it) brings with it one of the oldest and most prestigious civilizations of the world. It is in France that we have the greatest number of persons of Arabic and Muslim origin. Islam is the second religion of France,” Sarkozy reminded his listeners.

Sarkozy proceeded to list the various “advances in terms of diversity,” the increase in Muslim sections of cemeteries, the training of imams and chaplains and the appointments of ministers of diverse backgrounds.

“France is a friend of Arabic countries. We are not seeking a clash between the East and West,” he affirmed, emphasizing the strong presence of Arab leaders at the founding summit of the Union for the Mediterranean, last July 13. “The Mediterranean is where our common hopes were founded. Our common sea is where the principal challenges come together: durable development, security, education and peace.”

For the most part regarding what is quoted in the article, Sarkozy is just indulging his audience in some tried and true diversity and tolerance discourse.

But what he's proposing is actually grounded in pragmatism..

It's not like Sarkozy is giving France over to Islam. If you cut through his flowery B.S., all he wants is to have Arabic offered as second language and taught in French public schools.

Frankly, I think that's a very practical idea. Continental Europe does a lot of trade and commerce with the ME - that's not going to stop anytime soon. The EU has virtually done away with borders so not only does France have a large number of Muslims ( 10% of population) currently living there but there are always a good number of Arabs traveling back and forth from other countries like the UK, Holland, Germany, Spain. The French need to know how to communicate with Arab visitors as well as with their own to defuse racial tensions which currently exist.

And Sarkozy also is probably very aware of the low birth rate of the French and that its current Muslim population will be needed to care for the aging French population in the future, so the French need to integrate them into mainstream society and not leave them out in the cold as an embittered ghettoized bloc of people..

Also keep in mind that Europeans are not foreign language phobic- they are conversant in 3 or 4 languages - though the French pretend they only know French - French children probably already have their pick of foreign languages that include Mandarin Chinese, Japanese, Russian, Farsi so adding Arabic as an option is no big deal.
