Aerodynamics alone would be sufficient to dispense any such "chemical."

I don't have a clue as to what this device is, but it's sure as hell not a liquid dispenser. I'd be more inclined to think it was an anti-missile flare dispenser, given that the aircraft is a re-engined KC-135. (B-707)
