The House overwhelmingly adopted legislation this week mandating the creation of a new kind of terrorist watchlist: a database of people who aren't terrorists, but are routinely flagged at airports anyway.

The U.S. government maintains a list of about a million names of suspected terrorists that is crosschecked with passenger names ahead of airline boarding. The list has been dogged for years by sloppy name matches that have ensnared innocent travelers, children, prominent politicians and government officials, the U.S. Conference of Catholic Bishops' secretary of education and all men named David Nelson.

Under the new plan, approved late Tuesday 413-3, innocent victims of the terrorist watchlist must prove to the Department of Homeland Security, through an undetermined appeals process, that they are not terrorists. They would then get their names put on what the legislation calls the "Comprehensive Cleared List."

The legislation is another attempt to assist wrongly flagged passengers and would supersede the troubled DHS Traveler Redress Inquiry Program, which has been criticized for being slow or unresponsive to flier complaints.

The FAST Redress Act, if approved by the Senate, requires the government to report within 240 days on its progress in implementing the new list.

Call me thick, but actually, at first glance at least, I think this is a good bill. It's to give an opportunity for people, whose names have been arbitrarily or accidently or maliciously been put on the DHS no-fly list, to clear up the error.

Well that's the whole point of this new bill, isn't it?

To give opportunity to those who have been wrongly listed on the No Fly List by DHS to demonstrate that they have been wrongly accused.

Up until this bill was passed, these No Fly listed people had no recourse, no channel to use to clear their names.

Sorry, but I still think this bill has merit.

Look, I understand that in a normal America, there should be no DHS Brown Shirts with Unlimited Powers and there also should be no odious No Fly Lists, but we are here and this the way it is now and actually as I understand it, the Congressman who sponsored this bill did so because of all the incidents that have come to light of nice ordinary citizens having their names on the No Fly List and having no recourse to clear their names.

The legislation was just passed in Congress a few days ago so of course the appeals mechanism has not been set up yet by the gov't bureaucracy in question, DHS.

The legislation was just passed in Congress a few days ago so of course the appeals mechanism has not been set up yet by the gov't bureaucracy in question, DHS.

Fine, you're right. I'm wrong. This legislation stinks. There should be no recourse for people erroneously put on the No Fly List. Let them drive to domestic locations or Europe for business and pleasure. That makes so much more sense.

We are not on the same page here. This isn't a fight, I am trying to figure out where you are coming from because we usually agree on things.

Look at the "recourse".

Our .gov thinks YOU must prove yourself innocent. Tell me, how do you prove yourself innocent if you are not allowed to see the "evidence" that put you on the list in the first place? Was there ANY due process? Did you attend a hearing?

How can you possibly call that "recourse"?

You want recourse? Trash that list. The list is silly. If they are a boogieman "terrorist", then they should not be free in the first place.

But I dont care one way or the other. I'll never fly again.
