'DWI killer' cop free on $75G bail

The Jersey City police officer charged with killing a woman while driving drunk in Manhattan this weekend was released from jail Monday night after posting $75,000 bail.

Officer Martin Abreu, 25, of Jersey City, is charged with aggravated vehicular homicide in the death of Huang "Marilyn" Feng, 26, of Rector Street in Manhattan, at 3:42 a.m. on Saturday, officials said. His next hearing in the matter is set for 9:30 a.m. today, officials said.

Feng's boyfriend, Dennis Loffredo, 26, was also struck by Abreu's Toyota Camry as the couple crossed the West Side Highway at Albany Street, officials said, adding that one of Loffredo's legs was shattered when he was hit.

Responding New York City police officers described Abreu as having watery eyes and slurred speech. According to the complaint, Abreu's breath smelled of alcohol and a bottle of liquor was in the car. Abreu initially refused to take a blood alcohol test. When he complied, the test showed his blood alcohol level was .124, well beyond the legal limit of .08.

Jersey City police are investigating the tragedy, including the fact that Abreu's partner was a passenger in Abreu's car at the time of the fatal crash.

Several sources yesterday identified the partner as Officer Omar Adorno, but police officials declined to confirm or deny that information.

"The Jersey City Police Department will not confirm the identity of the other officer in the auto because it is still an ongoing investigation and it has not been determined if his actions at any time violated any law or departmental policy," Police Chief Tom Comey said in a statement last night. "This is an internal investigation and there will be no further comment."

Abreu has been suspended without pay pending the outcome of the criminal investigation.


Most At-Risk Inmates: Police or Child Molesters or Both?

If “Law and Order” has taught us anything, it’s that being a cop in the clink makes you deeply unpopular with other inmates. Being a child molester can be just as bad, so imagine the difficulties faced by a former officer incarcerated for a sex crime against a child.

Those charged with crimes are of course innocent until proven guilty, but that potentially plummeting social stock may weigh heavily on the minds of state police Capt. Edward L. Hope Jr. and Virginia Commonwealth University Police Chief Willie B. Fuller, both of whom were charged with sex crimes in late January.

Hope was arrested at Virginia State Police headquarters Jan. 26 and charged with forcibly sodomizing a girl younger than 13. Fuller was picked up in a police sting Jan. 30 after authorities say the 14-year-old girl he thought he was chatting with online turned out to be a detective with Chesterfield Police Department.

Both men are out on bail and awaiting trial, but if the cases don’t go their way, their life as convicts will be more complex.

Prison populations organize themselves into hierarchies, says Ilona Gravers, a psychologist who works to rehabilitate sex offenders around Winchester.

“The No. 1, top of the food chain, is someone who’s committed murder,” she says. “They can intimidate anyone around them. The most unpopular ones are the child molesters.”

Larry Traylor, a spokesman for the Virginia Department of Corrections, says that a police officer, like any inmate who may have a lot of enemies in jail, would be handled carefully.

Such an inmate may end up in protective custody or a special unit “with other inmates of the same status. [They may] have a cell to themselves and not mingle with other inmates in the facility,” Traylor says. “We may also look at sending him out of state.”

Once out of jail and in rehabilitation, Graver says coordinating treatment can get tricky too.

“We try not to put a police officer in group therapy,” she says. “If the other guys are offenders, they tend not to like police very much.”


Police officer arrested for child porn

CHICAGO - A Chicago police officer has been charged with possessing child pornography.

The charge was filed against 27-year-old Eric Hargrove after a search of his home turned up pornographic images on computer. Assistant Cook County State's Attorney Kathy Muldoon said Wednesday the images were of boys as young as 12 years old.

Bail for Hargrove was set at $100,000.

Authorities have not said what led to the search of Hargrove's home.

Hargrove's attorney, Tom Needham, said his client has been a police officer since 2005, and has no previous record.

According to the Chicago Police Department, Hargrove has been relieved of his police powers and placed on administrative duty.


Madison County police officer arrested in Sherburne assault

SHERBURNE – A Sherburne resident who is a part-time police officer for the Hamilton Police Department and a full-time Colgate University safety officer was arrested Tuesday for allegedly beating a minor under the age of 17.

Anthony (Tony) E. Lawrence, 27, was charged with two misdemeanors – third degree assault and endangering the welfare of a minor – after State Troopers responded to a complaint involving the abuse of a young child.

Sgt. Elizabeth R. Wonka said police were not releasing the age of the victim to protect his identity, but said he was “much younger than 17.” She said the victim was a resident of the Sherburne area and that the alleged attack took place during a domestic dispute.


Austin Officer Arrested in Roundup

An Austin police officer has been arrested during a roundup by the Pulaski County Sheriff's Office.

Randy Betts (pictured at left), 44, of Searcy, is charged with theft by receiving.

During the roundup of outstanding warrants, Pulaski County deputies learned that Betts was an officer for the Austin Police Department and was currently on-duty.

Contact was made with the Austin Police Department and Betts was relieved of duty.

He then turned himself in at the Lonoke County Sheriff’s Office, where he was released to the Pulaski County Sheriff’s Office.


City Suspends Officer In Misconduct Case

LORAIN, Ohio—Authorities say a northeast Ohio police officer who threatened a juvenile and behaved inappropriately in several other instances has been suspended for 25 days.

Lorain Safety Director Phil Dore says James Wolford was demoted last week from sergeant and started the suspension on Monday. He says Wolford has filed a grievance challenging the punishment.

The administrative charges against Wolford included inappropriately or incompetently handling police calls, engaging in gross or unprofessional conduct and retaliating against a fellow police officer.

Dore says Wolford violated policy for telling a boy he was dealing with during a domestic violence call that he would hit him with a 2-by-4 if he were his son.


Brutality watchdog group sues Minneapolis police

A Twin Cities watchdog group is suing the City of Minneapolis for what they are calling an illegal suppression of public information regarding complaints against Minneapolis police.

Those who oppose the administrative move to limit the once-public status of a complaint fear it is detrimental to the complainants who rely on the integrity of the system. Without transparency, that integrity has the potential to be compromised.

"If we don't have the ability to see these complaints, it's like they fall into a black hole," Michelle Gross, president of Communities United Against Police Brutality, says. "At that point, you start to feel like, 'what's the point of complaining?'"

At issue is a 2007 interoffice memorandum from Minneapolis City Attorney Lisa Needham that reinterpreted the Minnesota Data Practice Act as it pertains to complaints filed against members of the Minneapolis Police Department. Historically, information regarding pending complaints made to the Minneapolis Civilian Police Review Authority - a board of appointed citizens that reviews complaints against police -- has been public, including whether or not a complaint is sustained or referred to the police chief, who can take disciplinary action. Needham's memorandum issued a limiting of this information, citing the ambiguous language of the law, particularly in its failure to define what constitutes "status."

Representatives from the city attorney's office declined to comment for this story, other than to confirm they received the suit filed last week.

According to the Data Practice Act, when it comes to city employees, "the existence and status of any complaints or charges against the employee, regardless of whether the complaint or charge resulted in a disciplinary action," is public information. In her memorandum, Needham says the Authority's definition of "status" is inaccurate, and therefore does not coincide with the law. She argues that for the Authority to report allegations in a complaint as sustained when no disciplinary action is taken by police is misleading because it "implies that such complaint has merit," when it might not.

In November 2007, then-Authority chair Michael Weinbeck responded to the city attorney's memorandum in an e-mail addressed to city officials, including City Council members and Mayor R.T. Rybak, expressing his concerns about Needham's administrative rule revision. Weinbeck said that the Authority could not achieve its mission with the change in policy Needham issued.

"By conforming to the memorandum, we are severely limited in our ability to provide complainants with the information they need to fully participate in the CRA process," Weinbeck wrote. "And we are thwarted in our mission to provide a meaningful public accounting of the outcomes of a large portion of our cases."

Specifically, Weinbeck addressed the danger of a complainant not knowing what allegations in their complaint, if any, are sustained. Not having access to this information could make future hearings more difficult, Weinbeck wrote, because a complainant will not know which allegations to speak to.

Last summer, the city attorney's office sought opinion from the Minnesota Department of Administration on the revision, which affirmed the opinion issued by Needham.

The current suit, which is against Minneapolis and the Authority, calls Needham's policy revision a violation of state information laws. CUAPB is demanding a declaratory statement that releases all information regarding a complaint - including whether or not it was sustained by the Authority - to the public.
