In what officials caution is now a dangerous and even deadly crime wave, Phoenix, Arizona has become the kidnapping capital of America, with more incidents than any other city in the world outside of Mexico City and over 370 cases last year alone. But local authorities say Washington, DC is too obsessed with al Qaeda terrorists to care about what is happening in their own backyard right now.

"We're in the eye of the storm," Phoenix Police Chief Andy Anderson told ABC News of the violent crimes and ruthless tactics spurred by Mexico's drug cartels that have expanded business across the border. "If it doesn't stop here, if we're not able to fix it here and get it turned around, it will go across the nation," he said.

California Attorney General Jerry Brown warned that as the U.S. government focuses so intently on Islamic extremist groups, other types of terrorists – those involved with the same kidnappings, extortion and drug cartels that are sweeping Phoenix – are overlooked.

"Those [criminals], for the average Californian or the average America, may be a more immediate threat to their well being," Brown said.

In fact, kidnappings and other crimes connected to the Mexican drug cartels are quickly spreading across the border, from Texas to California. The majority of the victims are either illegal aliens or connected to the drug trade.

An ABC News' investigation uncovered horrific cases of chopped-off hands, legs and heads when a victim's family doesn't pay up fast enough.

"They're ruthless, so now they're ripping each other off, but doing it in our city," Anderson said.

To try and combat the crime wave, the Phoenix police have created a special unit to handle the kidnappings called the Home Invasion Task Force, which has pulled more than a dozen officers off other assignments. The crimes are occurring across the valley and in all types of neighborhoods, authorities warn.

The Department of Defense thinks so, or at least that a political collapse is within the realm of possibility.  In fact, they think a collapse is about as likely south of the border as it is in Pakistan.  Where Islamabad57;s risk comes from radical Islamist terrorists, the drug trade is what might do in Mexico:

Mexico is one of two countries that 60;bear consideration for a rapid and sudden collapse,61; according to a report by the U.S. Joint Forces Command on worldwide security threats.

The command57;s 60;Joint Operating Environment (JOE 2008)61; report, which contains projections of global threats and potential next wars, puts Pakistan on the same level as Mexico. 60;In terms of worse-case scenarios for the Joint Force and indeed the world, two large and important states bear consideration for a rapid and sudden collapse: Pakistan and Mexico.

60;The Mexican possibility may seem less likely, but the government, its politicians, police and judicial infrastructure are all under sustained assault and press by criminal gangs and drug cartels. How that internal conflict turns out over the next several years will have a major impact on the stability of the Mexican state. Any descent by Mexico into chaos would demand an American response based on the serious implications for homeland security alone.61;

No kidding.  We57;ve discussed the problems of failed states on a number of occasions and the risks they pose to national security.  To my recollection, no one has seriously gamed out what having a failed state on our border would mean.

Why the concern?  Mexico57;s security forces have deteriorated sharply, and corruption has created conflicting loyalties within them.  Drug cartels have perverted the state organs of law enforcement and security, turning them into mercenaries and worse.  Earlier this week, Mexico57;s government sent 2,000 troops into Juarez to quell a rising war on the streets that has already killed 35 people 52; since the beginning of the year.  That57;s a murder every eight hours since New Years Day.  Even Mexico57;s federal government can57;t trust the local police.

How would the US protect itself from a warlord-ridden Mexico?  We57;d have to give serious consideration to arming the southern border to a far larger extent than any time in our history.  Cross-border cooperation on drug smuggling would come to a halt, as we might find ourselves in a situation shown in the movie Traffic in which we wind up unwittingly allying with one cartel over another in the guise of official governmental contacts.  And that57;s not even mentioning the opportunities for terrorist groups to exploit lawless regions for their own purposes, right on our doorstep instead of half a world away.

In fact, a failed Mexico would quickly become our primary national-security concern.  Immigration issues would become secondary, at best.

You know, if I was the ministro de Justicia in Mexico I'd order a halt to drug enforcement before becoming a bounty target for every freelance assassin with a sick Mama to support.

The US demands that Mexico crush the cartels while our public officials, defense attorneys, judges and banks wallow knee deep in the corruption and drug money.

Before I raided another goddam drug warehouse/hangar I'd demand that one US BANK or perhaps The Chicago Mercantile Exchange be closed for rinsing billions of that sweet smelling cash, which is only printed to facilitate the offshore laundering of illicit profits resulting from AERO GRINGO and THE ACME TOMATO COMPANY flights to and from South and Central America and offshore banking havens.

One South Fla bank took in 11 billion dollars in cash deposits in a single year but because the money goes to the FED no suspicion is even allowed.

You'd think that banks like those (and Hasidic cash-and-a-handshake diamond exchanges in New York City) would have federal regulators on site monitoring every transaction. But, NOoooo, only little people have to provide receipts to auditors to prove their nickle dime religious contributions are legit while MR BIG operates in broad daylight with the govt's blessing and protection.

Mexico is the battleground for machine gun wielding drug gangs while American cops, lawyers, politicians, customs officials and bankers enjoy the good life from the money laundering and asset seizures (and the drugs) at the end of the line.

And, thanks to trillions spent and countless lives lost there are more drugs than ever, they are higher quality and cheaper than ever.

But, if the FEDs have to build a special prison/hospice just for terminal cancer patients caught with "marihuana" to protect the system's annual windfall profits they'll do it.
