On 3/13/02, George W. Bush held a press conference, of which the transcript was posted on the white house website for many years. Bush had been questioned about the whereabouts of bin laden; and among other things, Bush replied: "I don't know where Bin Laden is. I truly am not that concerned about him" (that's a direct quote). With a new administration I checked to see if this White House URL still worked. it is gone, and now the original url takes you to this url

Question: Are all white house press conferences/ transcripts from all previous administrations scrapped when a new admin. takes over? Are they stored anywhere else at that point, perhaps a govt archive site, or disappeared down the memory hole forever?

We're tough, we're strong, they're well-equipped. We have a good strategy. We are showing the world we know how to fight a guerrilla war with conventional means.

Q But don't you believe that the threat that bin Laden posed won't truly be eliminated until he is found either dead or alive?

THE PRESIDENT: Well, as I say, we haven't heard much from him. And I wouldn't necessarily say he's at the center of any command structure. And, again, I don't know where he is. I -- I'll repeat what I said. I truly am not that concerned about him. I know he is on the run. I was concerned about him, when he had taken over a country. I was concerned about the fact that he was basically running Afghanistan and calling the shots for the Taliban.

But once we set out the policy and started executing the plan, he became -- we shoved him out more and more on the margins. He has no place to train his al Qaeda killers anymore. And if we -- excuse me for a minute -- and if we find a training camp, we'll take care of it. Either we will or our friends will. That's one of the things -- part of the new phase that's becoming apparent to the American people is that we're working closely with other governments to deny sanctuary, or training, or a place to hide, or a place to raise money.

And we've got more work to do. See, that's the thing the American people have got to understand, that we've only been at this six months. This is going to be a long struggle. I keep saying that; I don't know whether you all believe me or not. But time will show you that it's going to take a long time to achieve this objective. And I can assure you, I am not going to blink. And I'm not going to get tired. Because I know what is at stake. And history has called us to action, and I am going to seize this moment for the good of the world, for peace in the world and for freedom.

Section 1. Parts II and IV of the Manual for Courts-Martial, United States, are amended as described in the Annex attached and made a part of this order.

Section 2. These amendments shall take effect 30 days from the date of this order.

(a) Nothing in these amendments shall be construed to make punishable any act done or omitted prior to the effective date of this order that was not punishable when done or omitted.

(b) Nothing in these amendments shall be construed to invalidate any nonjudicial punishment proceedings, restraint, investigation, referral of charges, trial in which arraignment occurred, or other action begun prior to the effective date of this order, and any such nonjudicial punishment, restraint, investigation, referral of charges, trial, or other action may proceed in the same manner and with the same effect as if these amendments had not been prescribed.

Executive Order Trial of Alien Unlawful Enemy Combatants by Military Commission

By the authority vested in me as President by the Constitution and the laws of the United States of America, including the Military Commissions Act of 2006 (Public Law 10949;366), the Authorization for Use of Military Force (Public Law 107-40), and section 948b(b) of title 10, United States Code, it is hereby ordered as follows:

Section 1. Establishment of Military Commissions. There are hereby established military commissions to try alien unlawful enemy combatants for offenses triable by military commission as provided in chapter 47A of title 10.

Sec. 2. Definitions. As used in this order:

(a) "unlawful enemy combatant" has the meaning provided for that term in section 948a(1) of title 10; and

(b) "alien" means a person who is not a citizen of the United States.

Sec. 3. Supersedure. This order supersedes any provision of the President's Military Order of November 13, 2001 (66 Fed. Reg. 57,833), that relates to trial by military commission, specifically including:

(a) section 4 of the Military Order; and

(b) any requirement in section 2 of the Military Order, as it relates to trial by military commission, for a determination of:

(i) reason to believe specified matters; or

(ii) the interest of the United States.

Sec. 4. General Provisions. (a) This order shall be implemented in accordance with applicable law and subject to the availability of appropriations.

(b) The heads of executive departments and agencies shall provide such information and assistance to the Secretary of Defense as may be necessary to implement this order and chapter 47A of title 10.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, entities, officers, employees, or agents, or any other person.

Executive Orders A Blueprint for Dictatorship?

Article II of the United States Constitution grants the president vaguely defined "executive power." It is one of the least specific yet potentially far-reaching powers awarded to the president." Paired with Article II's requirement that presidents "take care that the laws be faithfully executed," the executive power clause provides for a range of "implied powers" with the extent and potency that, if abused, could lead our country down the path to a dictatorship.

Purpose of the Power

"Implied powers" are powers incidental, or subordinate, to the president's constitutional duties as commander in chief and to the clause: "take care that the laws be faithfully executed." The power to issue executive orders is derived from these "implied powers." Executive orders are presidential proclamations or directives that have the force of law without prior congressional approval.

Orders are based on existing statutes or the president's other constitutional responsibilities." Although these orders usually pertain to government agencies and officials, their effects often reach the average citizen." Orders are primarily issued to establish executive branch agencies, to modify bureaucratic rules or actions, to change decision-making procedures or to give substance and force to statutes.2 "No constitutional basis exists for any president to legislate or make laws through executive orders.

Nor does the Constitution list specific procedures for issuing executive orders." During the first one hundred years of our country's history, orders were issued without any system of publication or recording." The numbering of executive orders began in 1907 with numbers assigned retroactively to Abraham Lincoln's presidency." Congress, in the Administrative Procedures Act of 1946, mandated that the number and text of all executive orders be published in the Federal Register, the official U.S. government record." The only exceptions are orders that pertain directly to sensitive national security matters, which are entered directly into the Register by number only.3

What began as a narrow use of executive orders under extreme national crises has grown into executive discretion bordering on dictatorial powers." This growth in executive discretion is largely due to Congress' reluctance to exercise its legislative responsibilities. Congress has delegated broad discretionary authority in the name of flexibility, effectiveness or efficiency." Because of its neglect, the president has rarely been held accountable for his orders. In the words of Justice J. Jackson in Youngstown v. Sawyer: "We may say that power to legislate · belongs in the hands of Congress, but only Congress itself can prevent power from slipping through its fingers."4

Now, with the "stroke of the pen," an executive order effectively becomes the "law of the land." While some executive orders are appropriate uses of presidential authority, others violate the Constitution and threaten our civil liberties......

.....although the president is required to publish executive orders in the Register, he has a loophole in that only a number may be used to register those orders that pertain to sensitive matters, such as national security." Therefore, he may record "secret" orders under the guise of "sensitive matters.".......

....Homosexual rights." To advance the agenda of the homosexual lobby, arguably one of his strongest supporters, Clinton signed Executive Order 13087 on May 28, 1998, which awarded homosexuals "special protection." The order prohibits federal employers from discriminating based on sexual preference." Clinton maintained that this measure did not create any new enforcement rights but merely "provided uniform policy for the federal government to prohibit discrimination based on sexual orientation."5" Concerned Women for America (CWA) opposed this executive order, because it is not about equality under the law but about special protection based on behavior.

Most recently, Clinton signed an executive order amending the military criminal code to add stiffer penalties for crimes motivated by hatred based on the victim's race, religion, ethnicity or sexual orientation.

The order also changed the manual on courts-martial, which regulates military trials, by adding "hate crimes" language that says sentencing authorities may cite "hate" as an aggravating circumstance." .....

Sec. 4. And be it further enacted, That whenever hereafter, during the present insurrection against the Government of the United States, any person claimed to be held to labor or service under the law of any State, shall be required or permitted by the person to whom such labor or service is claimed to be due, or by the lawful agent of such person, to take up arms against the United States, or shall be required or permitted by the person to whom such labor or service is claimed to be due, or his lawful agent, to work or to be employed in or upon any fort, navy yard, dock, armory, ship, entrenchment, or in any military or naval service whatsoever, against the Government and lawful authority of' the United States, then, and in every such case, the person to whom such labor or service is claimed to be due shall forfeit his claim to such labor, any law of the State or of the United States to the contrary notwithstanding. The words, "THAT THE LAWS OF THE UNITED STATES ARE OPPOSED, and THE EXECUTION THEREOF OBSTRUCTED," are self evident that if you oppose the IRC then you come under this war powers' statute and as an enemy, have no rights. These are facts that anyone cannot dispute as the law is clear on this as are the words, "RESISTANCE TO THE LAWS."

They cannot dispute the fact that under War Powers the President is commander-in- chief and is one of the functions under the Constitution that the President can enforce. To get to the bottom of all your woes today, one must go back in time to see how they accomplished this. This is why I have stated that IF the people, the common everyday people, had really drafted AND ratified their own creation of a contract, do you think they would, or rather put you in their position, drafted such a damaging piece of paper called the "Constitution?" I know I would not have. Especially the emergency powers part where once the President took control, constitutionally mind you, that it would be the engine for total control. Such has been the case since 1791. Patrick Henry and the other anti-federalists saw what was happening and the common average man on the street, just like today, said it could not happen and allowed this to happen out of shear ignorance. Today we have most of the people who have no clue what really took place. They cannot fathom why they rape them repeatedly again and cannot claim their unalienable rights. They cannot understand why the so-called Bill of Rights can no longer be used. They cannot understand why the Constitution that they thought was theirs, is not, and cannot be used in the prize courts of admiralty. Simply stated, "enemies have no rights."

What is fascinating is this passage from Solicitor of Lincoln's War Department, William Whiting's book on War Powers, where he wrote;

"The belligerent right of the government to confiscate enemy's real estates, situated in this country, can hardly admit of question. The title is to no inconsiderable part of real estate in each of the original States of the Union, rests upon the validity of confiscation acts, passed by our ancestors against loyal adherents to the crown. Probably none of these States failed to pass and apply these laws. English and American acts of confiscation were recognized by the laws of both countries, and their operation modified by treaties; their validity was never denied. The only authority which either of the States or colonies ever had for passing such laws was derived from the fact that they were belligerents."

Right here it is evident that the States, created the same way the United States was, by the aristocrats, would consider themselves belligerents against the common man on the street who had no say in the drafting and ratifying of any of the constitutions of any of the States. The common man had no money to speak of nor any large amount of real property to be able to become a member of the contract called the State. In all the States you had to have at least 500 pounds sterling or a land mass equivalent to that amount before becoming an elector or even thinking of running for office. This is but another small proof that you and me, the common man of that era, was considered as nothing. Just like we look at street bums of today, they looked at the common man.
