I don’t think anyone has the complete story on exactly what chemtrails are. I don’t doubt that weather modification is a part of it, but take your pick on the rest. There’s almost certainly a biological component to some of the spraying. There could also be some kind of scalar weapon application involving HAARP.

My guess is that the CFR came out with the relatively innocuous sounding weather modification stuff in order to take some of the focus away from the other questions. Even so, I find it extraordinary to see these words in a CFR document.

Geoengineering Strategies

Among all geoengineering schemes, those currently considered most feasible involve increasing the planetary albedo, that is, reflecting more sunlight back into space before it can be absorbed. There are a number of different methods that could be used to increase the planet’s reflectivity:

1. Add more small reflecting particles in the upper part of the atmosphere (the stratosphere which is located between 15 and 50 kilometers above the Earth’s surface).

2. Add more clouds in the lower part of the atmosphere (the troposphere)

3. Place various kinds of reflecting objects in space either near the earth or at a stable location between the earth and the sun.

4. Change large portions of the planet’s land cover from things that are dark (absorbing) such as trees to things that are light (reflecting) such as open snowcover or grasses.

Stratospheric Aerosols that might be engineered to migrate to particular regions (e.g. over the arctic) or to rise above the stratospher (so as not to interfere in stratospheric chemistry).

Adding more of the right kind of fine particles to the stratosphere can increase the amount of sunlight that is reflected back into space.

Applied to geoengineering, various technologies could be used to loft particles into the stratosphere, such as naval guns, rockets, hot air balloons or blimps, or a fleet of highflying aircraft. Potential types of particles for injection include sulfur dioxide, aluminum oxide dust or even designer self-levitating aerosols

I was on C-Span opposite H. Bruce Franklin on this topic. H. Bruce Franklin is a Stalinist, who was fired by a California University for his violent activities. According to "biographies.com," H. Bruce Franklin is an American professor of English and radical Marxist; (born 1934). You can believe Stalinists all you want about the Communists not keeping, for all time, living American prisoners of war. You should also ask Stalin if he ever did anything wrong, that would "prove" for all time what a "nice guy" he was.

I studied the subject for years, going through more than 600,000 pages of once highly classified documents, and being provided with then still classified documents. My research was used by the Republican staff of the Senate Foreign Relations Committed in a major report on Americans abandoned from WW I, WW II, the Cold War, the Korean War, and Vietnam. [to see the report, please go to: http://www.nationalalliance.org/vietnam/overview.htm; there you will find "The Helms Report," officially titled, "AN EXAMINATION OF U.S. POLICY TOWARD POW/MIAs, written by the U.S. Senate Committee on Foreign Relations Republican Staff. My work and that of a couple of friends caused the creation of the US Government organization tasked with studying the existence of American POWs in the Soviet Union. I believe they are still working there.

I also personally knew the National Security Council Staffer who briefed Eisenhower on the betrayal of Korean War POWs. I was called to testify before two Senate Committees because of my knowledge of the subject. Additionally, the Senate Select Committee on POWs and MIAs questioned me under oath for two days, taking a 235 page deposition from me - and I didn't begin to tell them all I know.

Furthermore, good friends of mine, working for the CIA, monitored living American POWs for two years after the "war was over" in SE Asia. My friends ran agents at high levels in the Communist Government in Laos, and had access to camps in North Vietnam, from which no American ever emerged. I had saved the life of a relative of the people giving me information, and was considered a close and dear friend by many of the people involved. Having worked with them for years and years, I never one time found them to be dishonest with me - in any way. Yet, I often found American intelligence officers to be outright liars. If my friends told me of American photographs of an American POW camp from which no one returned, I would get the photograph. If they told me of a secret camp where commandoes were trained for the rescue of Americans who never returned, I would get collaboration for the information. I would also have a former Director of the Defense Intelligence Agency confirm all the information I had been provided. In fact, he gave me additional supporting information.

So, Destro, you go to a Stalinist to find out what happened to Americans held by the Communists - and don't believe the Russian officials who helped the Americans in Russia develop the information on Americans held in the Soviet Union. I know all the people you mentioned in both posts, and was involved full-time on working on this matter before any movie was made, or before any of your ignorant sources were involved in the subject. I'll say it plainly, you don't know what you're talking about - and that's being kind.
