An apparent organized flexing of Second Amendment rights last weekend was a bit too Wild West for some local citizens and business owners.

Police and deputies responded to a number of complaints about citizens packing sidearms at restaurants, stores and other public areas.

None of the gun carriers was cited.

Michigan's 2001 shall-issue concealed weapons law greatly increased the number of citizens packing handguns. The public, however, does not notice the guns because they are hidden under clothing.

But a shopper with a handgun on his hip in Target is another matter. Security officers followed the man Saturday and contacted city police.

"One of our officers had contact with the man in the parking lot, and that was the end of it," Lt. Christopher Simpson said. "He was carrying legally."

Blackman Township officers responded to reports of a diner with a handgun in a hip holster at Bob Evans Restaurant on West Avenue, and another with a visible sidearm at Wal-Mart on E. Michigan Avenue.

"We verified they were legitimate side carries," Blackman Township Public Safety Director Jon Johnston said.

While the appearance of citizens carrying weapons is unsettling to some, it also is an expression of freedom.

"Sometimes it is a matter of educating the public that this is a constitutional right," Johnston said. "We do not take enforcement action against those who obey the law."

Sheriff's deputies, meanwhile, were called to Vandercook Lake to check out two suspicious males, each carrying a handgun on his side.

It was a father and son, and the father also was packing two concealed handguns, sheriff's Capt. Kevin Stellingworth said. The father has a concealed-weapons permit.

Stellingworth and Undersheriff Thomas Finco said that citizens who exercise the right to carry guns openly should realize it alarms the public and police.

"It hypes people up to see someone carrying a gun," Finco said. "What people don't realize is it is perfectly legal."

Aside from designated pistol-free areas, such as schools, bars, stadiums, churches and hospitals, most public and private areas in Michigan are open to both concealed weapons and open sidearms.

Stellingworth said law officers and business owners cannot become complacent regarding citizens showing weapons.

Because more citizens are choosing to carry weapons in public, police trainers are addressing that by incorporating scenarios in which officers approach those who could be exercising a right, or are up to no good.

We do have one, but no one will introduce the bill. We (Open carry.org) made the mistake of not bowing before the almighty TSRA and getting their help. Consequently, they did not help us at all, and even worked against us. It's like we stepped on their turf, because they are THE gun lobby in Texas. They whined about our bill hurting the chances of other gun bills passing read: their pet projects. Debbie Riddle was going to introduce the bill, but TSRA talked her out of it.

Homeschooling is great here. There is a huge organization in Houston called HCYA (Houston Christian Youth Assoc.) They sponsor sports teams that compete against private schools and also hold graduation ceremonies for homeschooling seniors.

I recall reading the TSRA Austin lobbyist, Alice Tripp, make a snide comment about open-carry about a month ago. I wondered what that was about?

Open-carry would effectively remove any reason to give up a mugshot and a set of fingerprints to carry a gun in public outside of a vehicle.

Wyoming is an "Open Carry" State - no permits, no nothing. Just strap on the ol' Hawg Leg and take a stroll.

Oregon, where I currently live, is a "Shall Issue" State, but no Open Carry.

State Constitution There is NO provision for the right to keep and bear arms in the Minnesota Constitution. Holy crap - I had no idea ! Even ND and Idiots Out Wandering Around (iowa) include a Constitutional protection at the State level. HELENA - Whether a resolution debated on the House floor Wednesday was a call for secession or an affirmation of the U.S. Constitution depended on who was doing the talking at any given moment.

House Resolution 3, sponsored by Rep. Michael More, R-Gallatin Gateway, was a sweeping statement on state rights.

“For those of you who would like the abbreviated version, here it is: The right to govern is derived from the consent of the governed. That is what this resolution is all about,” More said.

Among other things, the resolution states that “any acts of Congress that abridge protected individual freedoms are not law and are void” and “every state has a right to ignore or reject all unwarranted assumptions of power by other entities within its boundaries.”

Knowing the charges were coming, More said the resolution was not about seceding from the union, only an affirmation of the rights granted by the Constitution.

But those charges came anyway from several Democrats.

Pointing to the last line of the resolution, which states that Montana’s contract with the United States should be considered broken if Congress passes a law breaching the “reservations” of the resolution, Rep. Mike Menahan, D-Helena, said, “If this isn’t groundwork for seceding from the union, I don’t know what is.”

Rep. Franke Wilmer, D-Bozeman, said Texas Gov. Rick Perry had just signed a similar resolution in his state before speaking to a rally at which chants of “secession” arose.

“We don’t serve the Constitution of our government by passing anti-government resolutions like this,” Wilmer said.

Many Republicans countered there was nothing anti-American about the resolution.

“There is no revolution. There are some very angry people about the overreaching of government,” said Rep. Ed Butcher, R-Winifred. “This is very pro-government, because government is of and by the people,”

Yet some Republicans didn’t shirk at the thought of secession.

“This is a federal government be-good stick,” said Rep. Krayton Kerns, R-Laurel. “Now there is talk of secession. (The resolution) isn’t saying that. But that is the big stick in the room that we have to occasionally display.

“This is a shot across the bow that says, ‘Hey, don’t forget about us out here,’” Kerns said.

Rep. Robyn Driscoll, D-Billings, said such shots could lead to dangerous places.

“Buried in this resolution is the same confrontational language and ideals that the Freemen and Timothy McVeigh stood for,” she said. “This resolution sends us down a similar path as the Freemen.”

Some wanted the 35-minute debate to continue, but the House voted to close the debate.

The resolution failed on a 50-50 vote. All 50 Republicans voted for the resolution. All 50 Democrats voted against.
