Generally, these items can't be made in the USA because they are not expensive enough. Producers of these goods would not make any profit, and may instead take a loss, if they tried. Consumers will always flock to the lowest prices, assuming quality is the same so if China makes them cheaper, US producers cannot or will not compete.

First I watched as corporations moved to Mexico for about a 2% savings in cost. The Quality suffered but that didn't matter.
Then the move was to Asia, not just China, eventually. In most cases new plants and equipment was bought, and semi-automated. There's no reason that shouldn't have happened here.
We send most of the raw materials on ships to be turned around as consumer goods. For the now decreased actual savings in Labor Content, we're looking at only Greed and Stupidity.
