I'm pretty sure that's it works that way with all huge money pits, such as assistance to Israel and Saudi Arabia, as well as that sunk into the defense industry.

Add to that the kickbacks received from the pharmaceutical industry for insulating them from liability while at the same time mandating their products by law.
