In a world roughly remade by virus every few days, the federal government’s desperate attempt to shore up a plummeting economy changes shape by the hour. But one partial solution has surged to the fore: sending money directly to Americans.

There’s precedent for the idea: The U.S. sent money out to most households during the 2001 and 2008 recessions. But as the government tries to move at warp speed this time around, plenty of question marks remain about the tradeoffs between rapidity and accuracy. Every day it takes to pass the bill matters. And no one really knows what new wrinkles the coronavirus might add.

A Treasury Department spokesman declined to comment for this article, and negotiations are still in flux. But here’s how former officials and experts expect the process to work — and how you might end up with thousands more dollars in your bank account within weeks.

In the Republicans’ current bill text, the IRS would take the lead, tapping a master file of this year’s and last year’s tax filers’ personal and bank information. Unlike in 2008, most people now get their refunds via electronic direct deposit, so sending them money is simple. Once the IRS sends its file to the Bureau of the Fiscal Service, the payments can move fast, said Dick Gregg, a former fiscal assistant Treasury secretary and head of what’s now the Fiscal Service.

But there are a few wrinkles to iron out.

“All of this is nifty,” said former IRS Commissioner John Koskinen, “but you don’t get the people who don’t file.”

Coordinating across agencies, the government can also access information for people who haven’t filed taxes but already receive payments in the form of Social Security or Veterans Affairs benefits.

A trickier task is reaching the portion of Americans who neither make enough money to file taxes nor receive those other benefits — “the new working class,” as Chuck Marr, senior director of federal tax policy at the Center on Budget and Policy Priorities, put it. A single dishwasher without kids, a home health aide: Not only are these people among the most vulnerable to the current economic shock, they’re also easier to miss.

Electronic benefits transfer cards for people who receive food stamps and other cash assistance are one way to find them. That could require coordination with state governments to deliver the payments, said Jack Smalligan, a senior policy fellow at the Urban Institute who spent nearly three decades at the Office of Management and Budget.

But too much delay in figuring out who should get a check could hold up the entire process.

“Speed is of the essence at this time,” argued Michael Graetz, a law professor at Columbia and Treasury official in the George H.W. Bush administration. “And then if there are gaps or people didn’t get it, there should be a number to call that allows you to say that you didn’t get it.”

Starting payments by April 6, as Treasury Secretary Steven Mnuchin originally proposed, would be much faster than in 2008, when the IRS took two months to send out the first checks. That’s assuming, of course, that the president signs the bill this week.

No, it’s not complicated. It’s one party’s desire to fuck over the other party and make the American People suffer that makes it complicated. The democratic Socialist Party has utterly mindfucked this country. It has turned every republican into a cuckhold that is watching the Democratic Party fuck America, while they are helpless and can only watch.

I am sick to death of hearing how goddamned complicated it is, when it seems to be pretty fucking easy to go to war, send our people to die for reasons truly unknown to us. I will never understand how it becomes complicated when you have one party that is running Congress, the other controlling the senate, and a president who has friends in both sides of the aisle, and yet nothing can get done without some traitorous democrat seeing an opportunity to destroy what needs to be done.

What good does it do to make the American people suffer at the hands of democrats trying to sneak in bills that fund things like Planned Parenthood? Because when a republican sees it, they say, NO, and then the democrats get to accuse the republicans of not wanting to help the American people. Meanwhile the republicans look foolish and can’t seem to respond to the fact that the murder machine known as the Democratic Party, only seems interested in its own goals, of cheapening human life.

We have people in this country killing each other over shit like tennis shoes, money and soon it will be food and toilet paper. How does their wanting to kill babies really help America?

If we had any kind of leadership, ANY kind of leadership, these things would not happen. They (both parties) would unite and solving the crisis at hand. This is how you know the entire thing is manufactured because it is business as usual with the Democratic Socialist Couch Surfers party. These fucking traitors know they have America down for the count and they want Trump Gone. It’s why every democrat governor has shut down every small business in their respective states. It’s why they have told everyone to shelter in place and made veiled threats about rescinding the constitution, your 2nd Amendment rights, and of course martial law.

We are living in the end of America at the hands of dyed in the wool traitors and I am telling you that after this Covid crisis, if we do not see some real change in our media, and in our government, there will be a civil war. I have heard the talk already, and I have seen people stockpiling weapons and ammunition to protect themselves not only from thieves but our own government. There are people wanting it to become a civil war, in order to either wipe out the other parties.

We have no time to be fucking around waxing poetic and writing letters to our political leaders. We need to start demanding they work together to solve these problems without partisan politics getting in the way, otherwise there will be a much bigger problem with the people than they can imagine.

In my state alone I have been told that firearms sales have reached all time records. First time buyers of firearms are through the roof and nobody has any ideas on getting training. They think they can just ask some sales clerk for training but that is not the same as getting a class in. There are shortages of ammunition. A friend of mine placed an order with Cabela’s and the package was “misdelivered”. So he is out both money and ammunition.

We are on the verge of something terrible and the democrats know it.

In Mexico they put the TP in the waste basket. Then they take it out and burn it since TP fills the pit privy faster.

Planned Parenthood has lost its federal funding too. And that is a boon for the pro-life movement. ;)
