California Assembly Passes Reparations Bill, Moves State One Step Closer to Race-Based Payments

California has taken a step closer to paying reparations for slavery.
On Thursday, the state assembly passed a bill that would create an eight- person task force “to study and develop reparation proposals for African Americans.”
The legislation, which now goes to the state senate, passed 61-12.
Democratic Assemblywoman Shirley Weber, who introduced the bill, said the legislation was necessary, despite the fact that California entered the U.S. in 1850 as a state where slavery was illegal.
“The discriminatory practices of the past echo into the everyday lives of today’s Californians,” Weber, leader of the Legislative Black Caucus, told The Associated Press.
“This country has taught itself to hate African-Americans and to deny the history that has brought us here,” she said at a news conference last week while urging colleagues to support the bill, according to the San Francisco Chronicle.
Lisa Holder, an attorney who teaches civil rights at UCLA School of Law, said the issue of reparations should be linked to discrimination and not slavery.
“The response really has to be framed around the issue of continuing racial injustice that started back in 1619 when Africans were stolen from Africa and brought here as enslaved people,” Holder told the AP.
“Then you don’t get into this messy, unintelligible notion of who is directly linked to a slave,” she said.
The legislation seeks to delve into the past to fully expose the extent of slavery in the country, according to the bill’s text.
“This bill would establish the Task Force to Study and Develop Reparation Proposals for African Americans, consisting of 8 members,” it reads. “The bill would require the Task Force to, among other things, identify, compile, and synthesize the relevant corpus of evidentiary documentation of the institution of slavery that existed within the United States and the colonies.”
The bill said the task force, which must be convened by Democratic Gov. Gavin Newsom no later than June 1, 2021, must have four members with a history of supporting reparations.
According to the legislation: “As a result of the historic and continued discrimination, African Americans continue to suffer debilitating economic, educational, and health hardships” which include “[h]aving nearly 1,000,000 black people incarcerated” and “[a]n unemployment rate more than twice the current white unemployment rate.”
The committee will base its call for reparations on “the lingering negative effects of the institution of slavery and the discrimination … on living African Americans and on society in California and the United States,” according to the bill.
The bill said the issue of reparations will also consider “The manner in which instructional resources and technologies are being used to deny the inhumanity of slavery and the crime against humanity of people of African descent in California and the United States.”
The task force will also asses “[h]ow the State of California will offer a formal apology on behalf of the people of California for the perpetration of gross human rights violations and crimes against humanity on African slaves and their descendants,” according to the bill, and “[h]ow California laws and policies that continue to disproportionately and negatively affect African Americans as a group and perpetuate the lingering material and psychosocial effects of slavery can be eliminated.”
The panel will be charged with determining how compensation is to be calculated and awarded.

I know this girl who owned a truck yard in North Carolina. She sold it and moved out to Monterey, California.
Now she is telling me I promised to send her $100. I bet she is not working out there and that State is damn expensive place to live.
I also worked with some guy who could not get his disability pay here, but he could if he moved to California. So he did move. No idea what is going on with him and could care less.

A lot of the blacks moved into low income housing in big cities of the north and west. They have been sucking up the state benefits as fast as possible.
I knew a guy that was a cop in Chicago. When they would get a call at the CHA projects where the blacks lived they would go in there. If the bed was made up nice and neat they would flip up the mattress and there was the pistol. LOL

One of he black guys I worked with on State of Illinois got his girlfriend pregnant.
We asked him if he was going to marry her. He said, "She just wants what she's got coming."
In other words she waned ADC and welfare.
We shamed him into marrying her.
That baby is grown up by now and if it has stayed away from drugs and gangs and finished an education, it is likely they have a real prize. ;)

Yes and he fooled around on her too.
So did another guy I worked with. One time he was with some woman that had such a strong odor he had to shower before he went home.
That guy was in college and dropped out. A month later he got a draft notice. They sent him to Vietnam.
His unit was in the invasion of Cambodia. He always carried extra frags. At night they would camp off the trail and set up Claymore mines along the trail.
One night an NVA patrol came thru. The guy on the switch for the Claymores was asleep. He just started throwing frags. He was awarded a South Vietnamese medal for killing Communists but he never picked it up.
His C.O. told him he didn't have to go out on any missions his last month in country. They changed C.O.'s and he was ordered to go out. He refused so hey sent him to the brig.
He told me a black guy stuck his hand in his mashed potatoes and he stuck his fork in the black guy's hand.
When he got home he went to his room and stayed there for a month and did not come out.
I worked with him on the State Highways.
One time we got a new Lead Lead Worker. One of the Jew boys knew him and said, "This guy is a Captain Queeg."
He would come into the day room every morning and give a speech. One day I got up and went to my locker and put on the hearing protectors. The whole place cracked up.
One time the mechanic and I got drunk after work. We said, "let's get that guy. He is always the first one here."
We went to the store and got a tube of Crazy Glue and we glued the lock. He had to jump the fence tot get a bolt cutter to cut the chain.
I was in the yard early the next morning and the Engineer called me to his office. I opened the office door and i spot the lock and chain on his desk. I said, "Whatcha got there? Is that a new paperweight?"
Then he said, "What do you know about this?"
I said, "Nothtin'." ROTFLOL
That guy that was in the invasion of Cambodia was my boss on the stage crew when we worked concerts. Too many stories to tell about all of that so I will wait for later. ;)

We would go right to the restaurant first thing for breakfast to allow rush hour traffic to cool down. Then we would set up a lane closure.
One time they would not allow us to take the trucks to lunch. So I took an order down to a place and I was hitch hiking back.
Some guy stopped with a Cadillac that had a white interior. I got in wearing my emulsion boots and emulsion pants. Of course, I was wearing my safety vest.
He didn't complain and I thanked him profusely for the ride back. ;)
