How about signage on the vans to the effect "Nothing Inside is Worth Losing Your Life" (that's making the huge assumption that looters are literate) and an ad campaign to inform the nation that in order to protect the goods and personnel involved, at least one and in high-risk areas, two people will be armed with .45ACP frangible ammo that will be used to stop the looting of all Amazon delivery vehicles.
If governments are unwilling/unable to control their subsidized pets, the private sector needs to protect its own interests with whatever force is required.
