Cleveland sat on rape kits for years until the state of Ohio forced them to test old rape kits. They have indicted 800 men. That should lower the crime rate.

It is not incompetence. Memphis, St Louis and New Orleans also refused to process rape kits. They did not want so many brothers to go to the Big House.
