There's still the cost of stopping production. Shutting down manufacturing for a year to facilitate the move is itself expensive.

I doubt that they will ever stop production for more than the few days it takes to move some equipment. Production will continue until they are ready to start production in South Carolina. As they are ramping up production in South Carolina, they will be cutting production in Washington.

I was reading about Ford's Atlanta Assembly plant a couple days ago, ran from 1946 to 2005. They assembled the Taurus there, along with various icons from the past such as the Thunderbird, Mustang, and Torino. The site is being redeveloped as a shopping mall.

Assembly is not heavy industry, they could build shopping carts or pretty, pretty display cases there FWIW.

Unlike equipment, employees can't be moved as scheduled by the company. They have houses to sell, houses to buy, school years for kids to finish and all that.

And the company can't simply hire totally new people in SC to replace experienced people in Washington. So things get complicated.
