He lost me at 28 seconds when he said "This includes police officers AND civilians", thus revealing himself as a cop worshipper.

In the USA cops are civilians, but cops call non-cops "civilians" as a psy-op to try to make us mere mundanes believe that cops are superheroes, far above us paltry civilians. Sadly, their psy-op works on about 99% of the people. Blue Lives Matter! Officer Safety Uber Alles!

In the USA cops are civilians

But police have been militarized. The Sheriff here has a Hummer they bought from the military and they use it out in the rural areas.

Cops even have some heavier firepower strapped under their trunk lids. ;)
