I can tell you right now, it is not going to happen within our lifetime.

It simply will not. The reason being, is that you have no idea how much control the powers that be actually have over this earth. If you doubt that they can control the weather, think again. You can also believe that they have the ability to trigger earthquakes. There was a guy who actually theorized what some of these installations like HAARP were for.

I honestly believe that they can control much more than just the rain. I think they can control the stability of our earth.
