One "victim" was a negro career criminal fleeing felon shot by a conservative white woman, and the other was a white productive member of society deliberately shot by a raving lunatic leftist.

That is a real question given what we know of the machinations of the last century or so.
The big events that have started wars and such are by and large artificially induced confrontations - while lots of the minor ones have been contorted out of shape to inflame the emotions of the stupid.
The public story about Kim Potter could just be completely distorted for public consumption like Ruby Ridge or Waco, which is likely, or it might be entirely fabricated. I mean, how would you know? You'd have to get your shnozzle quite deep into the facts there, and who has time for that with all the other crap that's going on?
It's all one stinkin' indignity after another.

He shot a Palatine cop during a traffic stop using and Australian Semi-Auto Pistol (.223 cal). I know the guy who sold that to him at a gun show.
They showed a picture in the Daily Herald Newspaper of a Palatine cop carrying an H&K MP-5 looking for the guy.
After he was caught they put him in the Federal lock up in the Dirksen Building in downtown Chicago.
A guy I worked with on Illinois State Highways, his Dad was a U.S. Marshal. He killed the Bearded Bandit on the parking ramp of the Dirksen Building when he was trying to escape.
This is a prime example that crime does not pay. ;)

When the Southern States walked out of Congress in 1860, Congress was adjourned Sine Die or "without day" since there was no quorum present.
Lincoln instituted the war to bring the rebellious states back into the Union. Lincoln refused the usury offered by the European bankers to finance the war and printed Greenbacks to finance the war. This move ingratiated him to the Rothschild clan.
The Act of 1871 effectively solved that problem when it created the corporate UNITED STATES OF AMERICA. Thus all of the several states are subdivisions of the corporation and have been effectively prohibited from secession.
BTW, the Constitutional Convention in 1789 was a reorganization under international bankruptcy law. The original intent was to redraft the Articles of Confederation. But that idea was scrapped in favor of the new Constitution, the one we presently enjoy.
If a new Con Con were to convene, there would be no way to control what it might do, and we might lose what little freedom we have left.
Plus we need to remember that when Trump brought an end to the Korean War and Kim stepped across the DMZ to embrace the peacenik Moon, that left only two countries without a Rothschild Central Bank, Iran and Cuba. ;)

The whole idea of the Convention in 1789 was to rewrite the Articles of Confederation. But that idea was scrapped in favor of the new Tri- Partite Constitution which we now enjoy.
Several of the new prospective States refused to sign without a Bill of Rights. This gave us the first 10 Amendments.
The British were counterfeiting Colonial Script which made it worthless.
In the new Constitution money was described as one dollar being one ounce of silver coin.
Also, there is no money since June 5, 1933 when FDR abrogated the gold standard. Federal Reserve Notes are evidence of debt and obligations of the United States. ;)
