If you were a CEO and need reliable and affordable electricity to run your factory ... would you ever build (or expand) in a country doing this ?

Many large industrial consumers have deals with local utilities. If the grid is becoming overwhelmed, the utility will cut them off first. In exchange the large users of electricity get lowers wholesale electric rates during normal time periods.
