The National Guardsman in question is speaking with a Hispanic / Mexican accent. I would wager that perhaps that these guys were not operating with authority, but are getting paid to allow these people in via Coyotes.

If you think that the military is filled with paragons of virtue, I will tell you that it is untrue. While in the Army, I was shown how easily it happens that good people become criminals when they have a lot of people enabling them.

You better believe that if these privates and sergeants are getting paid, that their commanders are also getting a slice.
