Maybe the trucks should go in during morning drive time and out during drive time spending their nights in Virginia. Virginia is the only state in the area with a Republican governor.

DC is so congested during rush hour, they just need to drive through DC at that time and it would make a huge mess. Don't need to park anywhere.
