This was already done with native American Indian populations, perhaps part of a reparations package of sorts for all the treaties the US gov broke with them. It had a tendency to turn the recipients into alcoholics.

I'm guessing a significant number of these recipients will be dead by the time the pilot test is over. A lot of them will be into drugs and alcoholism

They'd do much better at removing the economic mechanisms of wealth redistribution to the fractional 1%.
