Control of purchased bitcoin means having the private key, so in order for the gov to buy it, a person in the fed gov has to know that private key, and that would give them personal access to it. It is possible for a wallet to have multiple private keys where consent of a majority of them is sufficient to control it, but it still requires people be trusted, which the fed gov is not in the habit of doing.
Basically, the feds don't want to believe in Bitcoin because it's decentralized, unlike dollars which they can crank out as much of as they want. Can't be done with bitcoin.
Maybe Russia is doing it. Or any country hostile to the USA, which should be every other country on the planet.
