The local cops said that the location was too hot, and they vacated the place leaving the spot vulnerable for use as a sniper's nest. Bongino says that there was some confusion over who was occupying that spot and whether it was an authorized person or not.
By the way, there is a window overlooking the place where Crooks took up his position. One set of eyeballs would have alerted SS that something was not right.
