The IRS relies on US Residents (not just citizens) self-certifying their qualification for these IRS Welfare programs that are effectively a "negative income tax".

From 2011-2019, there were ~30M IRS Welfare recipients each year There were over 41M in 2020.

The IRS isn't a competent administrator of welfare programs. They admitted to $18.2B fraudulent overpayments in FY2022 for EITC alone, making it one of the single most wasteful programs in the entire Federal Govt.
