The Italmas drone is cheaper than the Geran 2 which has been updated to include visual operator control and has an 88 pound warhead. The Geran 2 has a range up to 900 miles.

The Italmas is cheap allowing more strikes but with 55 pound warheads and a lesser range.

They also have the Chernika 2 drone which only costs $500 and carries a 7.75 pound warhead. The Russians can fire lots of these drones instead of one Iskander missile. It is a matter of economics. Also, they have separate factories so their total drone production can become quite high.
