California does not have the refineries for the state regulations; the older units go offline due to bring it to compliance costs.

newsom's action is meaningless they can't make the jump from crude to gasoline.

He is just trying to stop one or two refineries from shutting down. If they do shut down, California will just drive up gasoline prices in neighboring states as well as their own.
