The Emperor of Japan had promised FDR in 1936 to pull out of China and break his alliance with Hitler if he could become an ally of American against Communist expansion in Asia. The German military in March of 1939 sent 2 officers to London offering to arrest Hitler and stop the war if they could have peace. The Allies killed 58 million people after the other side had attempted to surrender.
