Manahan told police that he only meant to wash the top of his fence — not his neighbors — but the complaint notes that the family’s open window was higher than the fence, suggesting that Manahan took careful aim at their home.

The truth is likely the kids and family are a pain in the ass and the teen sprayed them out of frustration

Having had Somali Neighbors, they should be thankful it was only water being sprayed. If you have ever had Somali Neigbors, you know that the depths of hell goes deeper than a mere 9 rings
