As long as Congress is made up of people representing individual districts throughout the country, the entire body will not be able to put a dent into it at all. Every congressman wants jobs and funding for his/her district, and to get it, they will all vote for other districts to get it as long as their friends return the favor.
In the end, the entire congress supports a fat spending bill that delivers bacon to everyone, the deficit and debt, and the American people be damned.

But the flip side of that is that, instead of borrowing, the fed gov simply prints money anytime it needs it, and you get hyper inflation as happened with the Continental currencies. By forcing the gov to borrow, it sort of has to repay, which keeps inflation to a relative minimum.
