I wonder though why the narration is carried out in a fake Slavic accent. The pronunciation is fairly consistent with a number of chirps and bleeps in there and an intonation that hints at an American speaker behind the faux Russian.

The "Angry Slav" or "Angry Serbian" narrator that you asked about makes vids where he asks liberal people purposefully stupid questions that elicit even more stupid answers. It's a great gag. But the way he talks is strange. He can speak in an extended way in faultless sentence structure and native word choice like in the video you posted. However, he sometimes speaks more haltingly when posing as a foreigner asking dumb Canadians dumb questions.
His syntax can be much more advanced and native sounding than the impression given by the somewhat thick accent. It's just odd. He's Serbian too which throws me off also. Perhaps for these reasons, other people have commented on the fake accent on the internet, but in the comments in his YouTubes, apparent Serb speakers and others that claim to be posting from the area take his Serbian seriously. Sacha Baron Cohen made a killing doing phony dialects like this and putting folks on, and I think that he was an "operation." The same might be said of "Angry Slav." I don't know. Could be the real thing, but then I trust nearly no one.

It's quite normal for some immigrants to become fluent in English grammar.
Yes, also. I have dealt with hundreds of them. It's my experience that when someone is as fluent in native construction as the narrator seems to be in your video, the accent shows more attenuation to some native dialect: American, British, Australian, what have you. There is a little bit of a disjuncture there between the two.
Slavic speakers at the level of accent displayed in your video typically make errors like missing linking verbs and prepositions, avoiding the use of articles, misjudging conventional use of tense, and so forth. In the video, the Angry Guy makes not one error of usage. It's almost like he's reading an edited text. His English intonation also is pretty damned good. Much better than his pronunciation of individual English words. It's that disjunct, I think, that makes some commenters opine that the accent is "fake." And that was my first impression too.
So let's say that this is not a "case" but an opinion of someone who has dealt with a lot of non-native speakers over the years. Your mileage may vary.
