Legalize drugs. Gather together Mexican recruits to join an Army to do battle with Mexican Drug Cartels and corrupt politicians and police. The CIA is a partner with the Drug Cartels.

No. Drug Cartels kidnap people and ransom them. In Phoenix kidnapping is a very common crime amongst Latinos. It starts when they cross the border. They are kidnapped and ransomed by relatives.

It would bankrupt the Cartels. The Cartels would be the first line of defense for Mexicans in case of Civil War. Think long term.
