I was reading that article. It seems the Lithium Ion batteries are quite flammable. No one knows for certain what fluids are inside the batteries since Tesla has kept it a secret.

The article also states the average fire truck carries 2,000 liters of water and any time a Tesla car catches fire it will take approximately 11,000 liters of water to put it out.

Either they need a fire hydrant nearby or a big tanker. ;)

What's really needed is a breakthrough in battery tech. Something that will eliminate or drastically reduce the amount of rare metals in batteries.

Certainly there is a cost to remove it safely. The price of lithium is what it is for a reason.
