To review, Comey told “Fox News Sunday” that as the director of the FBI, he was “seven layers” above the investigation, and that he left things to the career professionals when ’17 serious errors’ occurred which were later uncovered by the Inspector General.

There were 5 FISA applications. The first was signed in the Summer of 2016 and was based on a bartalk rumor or jest by George Papadopoulos on May 6, 2016 to an Australian diplomat about widely known Old News re: alleged Russian cyber-theft of Hillary Clinton's Sec. of State emails. Other foreign nations have long been suspected of that, as well -- not just Russia. Also, in 2011, China was accused (but, strangely, not very loudly or heatedly) of electoral cyber-theft re: Obama and Sen. McCain data. [Refs. @ theatlantic.com and nbcnews.com. initially targeted several people connected to the Trump campaign: Papadopoulos, Michael Flynn, Paul Manafort, Carter Page and Roger Stone.[32][33] During the investigation, the FBI used national security letters to obtain phone records and other documents.

They used national security letters because that FISA application was denied by the judge as too broad and "NSLs do not require prior approval from a judge.":

A national security letter (NSL) is an administrative subpoena issued by the United States government to gather information for national security purposes. NSLs do not require prior approval from a judge. The Stored Communications Act, Fair Credit Reporting Act, and Right to Financial Privacy Act authorize the United States government to seek such information that is "relevant" to authorized national security investigations. By law, NSLs can request only non-content information, for example, transactional records and phone numbers dialed, but never the content of telephone calls or e-mails.

All of the next 4 FISA applications (each for 90-days/3-months of surveillance, including a target's contacts) were to surveil just Carter Page as the targeted suspect. All were approved after he had already left the Trump campaign on or near September 23, 2016 and all were based on Christopher Steele's dossier rubbish because: The Steele dossier alleged that Page had originated the idea of leaking the DNC emails, [46]

The first of those FISA requests began on October 21, 2016. It was signed by Comey and Deputy Attorney General Sally Yates. Two extensions thereafter were both signed by Comey, and the last extension was signed by his deputy, Andrew McCabe, after Comey was fired. In addition, Acting Attorney General Dana Boente signed the first extension, and Deputy Attorney General Rod Rosenstein signed the last two.[32][45]
