Both are ridiculous claims.
They wouldn't be flying grid patterns over barren land if they were "mapping gun owners".
Nor would they be doing so looking for a "missing nuke". If a nuke accidentally dropped from a bomber, for instance, they'd send helicopters and have a very good idea where it would have landed.
If you believe what you see in movies, they would also probably have radiation detection equipment to help pinpoint the location.
One way to find out what they are is to simply send a helicopter up there to capture one. They could also sniff the radio traffic and find out where the transmitter is that's controlling them.
So apparently they already know what they are and who's controlling them.
It's a mystery as to why they are acting as if they don't know.
