Next time a soldier gets drunk in town move him to a prison where the US can;t find him. Soldiers will want to leave if they are subject to arrest. The Iraqi police can start investigating war crimes. See some pilots off base, arrest them. Need to know if they were bombing the Iraqi Army which now includes the Popular Militia.

Back around 2011 or so, after that Blackwater disaster where US mercenaries shot up a street thinking they were under attack killing about 15, only for it to be revealed there were no insurgents to be found, Iraq revoked criminal immunity for US personnel and Obama had to pull them out. Those guys were tried in US courts for what happened that day. Some got jail time.
